Q: CHIEF, ARE YOU A DEVOTEE OF THE “BROKEN WINDOWS” THEORY OF POLICING?
A: The Broken Windows Theory of policing, introduced by James Q. Wilson and George L. Kelling in 1982, is a criminological concept that suggests that visible signs of disorder and neglect, such as broken windows or graffiti, encourage further disorder and crime. The theory posits that addressing minor offenses and maintaining a well-ordered environment can help prevent more serious crimes from occurring. Supporters of the Broken Windows Theory argue that by addressing minor offenses and maintaining a visibly ordered environment, law enforcement can create an atmosphere of social control. This, in turn, is believed to deter criminal activity and enhance the overall quality of life in a community. The theory has gained support for its emphasis on community policing, collaboration between police and residents, and the idea that proactive measures can prevent crime before it escalates. Detractors of the Broken Windows Theory argue several points. Some critics contend that the theory oversimplifies the complex nature of crime and places too much emphasis on visible signs of disorder without addressing underlying social issues. There are concerns that the aggressive enforcement of minor offenses can disproportionately affect marginalized communities, leading to issues of racial profiling and over-policing. Critics also argue that the theory’s effectiveness is not universally supported by empirical evidence, and its implementation may contribute to strained police-community relations. What I have found most helpful is rather than be an adherent to a theory or style of policing, is to pay attention to what is occurring in our community and address challenges as they occur with an eye toward solving problems before they grow into larger issues. Ongoing, robust engagement with our community tends to help us in this regard as we are able to identify community concerns and work together to address them. Unfortunately, this is not always a swift process as many issues are nuanced and cannot be simply solved by making arrests or writing citations if we are to effect lasting change.

Q: WHY WERE THE GARDENA AND EL SEGUNDO POLICE FRONT AND CENTER AT THE MOST RECENT ARMED ROBBERY OF PRESTIGE JEWELRY?
A: The Gardena and El Segundo Police Departments were providing crucial support for our patrol coverage in the immediate aftermath of the tragic death of one of our officers. Given the understandably demanding circumstances, their prompt response to the Prestige Jewelry robbery was a testament to their dedication and commitment. The timeframe of three days between these events underscores the challenges we were facing during that period. I want to express our gratitude for the assistance we received during such a difficult time.


GETTING TOUGHER – City Code Infractions In Manhattan Beach Changed To Being Considered Misdemeanors:

The City of Manhattan Beach is becoming more strict with minor infractions. This week, the City Council authorized changes to its contract with Richards, Watson, and Gershon, its legal counsel and City Attorney Quinn Barrow’s firm, to provide prosecution services for criminal and municipal code violations, including those addressed through the administrative citation process.

In its last meeting, the MBUSD Board had the opportunity to acknowledge and condemn the hateful antisemitic verbal attack against four MBMS Jewish students the previous month. This did not happen. Instead, the nonsensical word salad delivered by Board President Graves continued its false equivalence of the two sides, failing even to use the words “Jewish” or “antisemitism” and futilely trying to pass this off as “an opportunity to learn.” This is a lack of moral judgment, courage, or simple ability to distinguish right from wrong. Our school board failed to call out the wrong and followed it with an intentional and coward-like attempt to silence the victims and sweep this antisemitic attack under the rug. This is not acceptable. After October 7, we need leaders with clear and unbiased consciences who recognize that wishing death on Jewish people is NOT a “political statement.” We need leaders who are not locked in their tiny ideological bubbles where the Holocaust is just an abstract idea and not something we risk seeing again. We need leaders who dare to STAND UP to hate bigotry and antisemitism. Superintendent Bowes recently reminded everyone in his newsletter of MBUSD’s commitment to STAND UP for inclusion and against hate – yet, with incredible hypocrisy, he has been unable and unwilling to stand up for himself in any meaningful way. This is a pattern.

Let’s not forget that up to a few months ago, Jason Boxer was a member of the same MBUSD Board. When Boxer posted antisemitic and anti-Israel posts on Instagram, this Board did nothing until it was faced with community outrage. Even then, Boxer was not formally censured, suspended, disciplined, or asked to resign by the Board for the content of the posts. We are just lucky Boxer decided to pursue higher education and departed. Bowes praised and thanked Boxer’s commitment to serve, and Graves showered Boxer with praise on behalf of the entire Board: “We will miss Jason on the Board. Jason contributed greatly and kept the interests of students, staff, and community in the forefront.” And what about the Jewish students? How can we expect our leaders to fight antisemitism when they have a track record of tolerating it within their very own ranks? Even praising those who express it? How can we be surprised that antisemitism escalated from Nazi graffiti on school grounds to the verbal assault of Jewish students under their watch? This needs to change. Doing nothing – not even an acknowledgment – in the face of antisemitism IS antisemitism. We should not condone antisemitic teachers, principals, superintendents, or school board members – or we are just like them. This Board and this district administration are not the leaders this community deserves. Let’s all remember this; let’s break the pattern.

Manhattan Beach Homeowners Will Vote On Storm Drain Fee Increase:

Manhattan Beach residents may pay more to clean and maintain storm drains. The city will ask property owners to boost the yearly storm drain charge early next year. The City Council approved a January 17 special, all-mail-in election for property owners. Voters must vote by January 17. According to a city notification, the fees on residents’ property tax bills cover stormwater operations, maintenance, repairs, and enhancements. Since 1996, the $19.12 price hasn’t changed. The city proposes an annual average fee of $129 per parcel stormwater tax to catch up on 27 years. Only another public vote could change the fee.

A: Manhattan Beach in 1970. My wife’s family lived here since 1946 and she grew up in MB. She always loved it here and wanted to stay. I was just starting my banking career and had a choice of working in Carlsbad or Beverly Hills. We decided to stay and raised our family here.

** As a busy Manhattan Beach resident, I try my best to listen to the statements from the Mayor and the Police Chief regarding the safety of our community. As a psychology major in college, I can’t help but say I often feel they’re trying to “gaslight” the community on the seriousness of the crime problem in our city and the South Bay generally. Their smiley, “everything is great, never been better” approach makes me think they’re describing something that residents don’t see as they follow incident after incident. —- Clay Tobias, Manhattan Beach

** A 35-year-old motorcycle officer, Chad Swanson, died on the 405 Freeway, driving his department motorcycle to work. He leaves behind a loving wife and three young children, ages 4, 2, and 10 months, and parents. The community has honored the legacy and bravery of Officer Chad Swanson by leaving flowers and heartfelt messages at a memorial in the police station lobby and vigil and pier walk. I was honored to see the community come together to mourn the loss of Chad and show support for his family. I had the chance to meet Chad when I enrolled in the community police academy and was immediately struck by his professionalism and dedication to our community and public safety. He loved riding his motorcycle. Most importantly, he loved his wife and three children. ** Are you startled or astonished by the recent events on college campuses, particularly the prestigious ones? The progressive movement perceives Israel as a fascist country. Has always been. There has never been a change from it. Israel has persecuted the Palestinians and all other minorities in the Holy Land for the past 20 years. That’s the view held by progressives. That’s what “indoctrinated” college students are “spouting” when they go to demonstrations or hold signs asserting that Israel has no right to retaliate against the Hamas onslaught on October 7 that resulted in 1,400 Israeli deaths, including children and the kidnapping of over 200 hostages. CALIFORNIA HOUSE PAYMENTS JUMP 127% IN PANDEMIC ERA WITH RATES AT 23-YEAR HIGH – HOME SALES RUN 41% BELOW AVERAGE – WHAT DOES THIS MEAN TO MANHATTAN BEACH HOMEOWNERS AND PEOPLE TRYING TO BUY A HOME IN MANHATTAN BEACH…?

** There is a very low inventory in the Beach Cities. If you want to sell in the area and stay here you are in a very difficult position. If you bought or refinanced in the last few years your interest rate loan is probably in the 2.5% range. So unless you are an all cash buyer, your new loan could be 7% or higher. Conversely, if you want to sell and move to a more tax friendly state like Arizona, Nevada, Idaho, Montana, Wyoming or any mid-America or Southern state, you hit a home run. Your appreciation on your Beach Cities home probably appreciated more than enough to give you the cash to buy in these other states. So the question is, if your business allows you to move and you don’t miss our beautiful weather, what do you do?? That is what, I believe, is causing the lowest inventory we have seen in quite some time. I’m writing to support our Jewish community in MB and our school District. This is also personal for me. This past August, I observed the 40th anniversary of receiving the forgiveness of sins and the promise of eternal life Christ offers. You see, my Savior is Jewish. Four of our precious Jewish middle schoolers were verbally accosted by an 11-year-old Middle Eastern female student, attending on a permit, from a family who lives out of the District. While our District denies the reported verbiage, here’s what we know. What was said has energized the Southbay Jewish community. Hundreds of emails have poured into the District office. Rabbis Yossi and Kalev have rallied to the defense of those accosted students. The verbal assault went viral online and now nationally has painted MB as a toxic and anti-Semitic city. Rabbi Kalev has spoken to the media, testifying that the kids fear wearing their Star of David to class. Yet, we’re asked to believe that the speech was political?? That’s hardly believable, considering the collateral damage. And more astonishingly, the ‘consequences’ to the perpetrator and the victims were virtually identical. All students were asked to sign a “no-contact agreement” with a gag order requiring no discussion with any students. In other words, hush it up. No suspension, no expulsion. At least, it requires the perpetrator to learn about the 1948 birth of Israel and a brief history of the Jewish nation. Add to that a full understanding of the unprovoked slaughter of 1400, Jewish citizens on October 7th. Finally, cancel her District permit. Dr. Bowes’ determination that the episode was merely political defies logic, and it is totally unacceptable. It’s not even a slap on the wrist; it’s a tap on the wrist at best … as we wait for the next anti-Semitic episode. In December of 2021, I met with Dr. Bowes and the Board with our parent group. As I presented the pornographic book “Gender Queer” to him, simply asking its link be taken off the District website, he equivocated, saying, “Some parents speak on behalf of some books and others for other books.” I wonder if the same lack of moral clarity guided his “political speech” decision.

Post Script: If the offended students had been some of our precious kids of color or perhaps a ‘trans’ student, might the decision and the consequences have been quite different??

A: Spanish in Action offers an immersive program designed to make learning Spanish an enjoyable experience for kids, teens, and adults (as requested). We create a stimulating environment where our students can comfortably participate in activities and express themselves in new ways. Our immersive classes deliver a fun, high-quality, and educational experience, catering to various learning styles to nurture a love for bilingualism from an early age. What sets us apart is our multidimensional program, an interactive cultural learning setting, and original Spanish learning resources, songs, and YouTube music videos for kids. These resources are the result of collaborations with artists from Nickelodeon and Disney. We leverage the power of music, scientifically proven to enhance long-term retention in young learners. Our custom activity books and teaching resources, now available in our online store, reinforce each new topic, incorporating positive messages inspired by the rich cultures of Latin America, creating a warm and inviting atmosphere. We combine these unique tools with an engaging approach to second language acquisition, ensuring children remain actively engaged. Q: WHEN DID YOU START YOUR BUSINESS?
A: When I arrived in the United States in 1986 and soon embarked on my teaching career, I encountered a distinctly uninspiring approach to language education employed by American educators. Drawing from my personal language educational experiences, I understood that the most effective way to learn a second language is through vibrant, enjoyable instruction and teaching materials. Thus, I set out to revolutionize the classroom during my initial teaching position at a local Montessori school. Shortly thereafter, I established Spanish in Action and took on the roles of teaching and directing Spanish programs at prestigious private preschools and elementary schools. Simultaneously, I began offering classes from my home in Manhattan Beach, which quickly grew to accommodate up to 90 students in small group sessions. This success ultimately paved the way for the opening of my brick-and-mortar school in Manhattan Beach in 2015.

Q: WHY DID YOU DECIDE TO LOCATE IN MANHATTAN BEACH?
A: I married an Argentinean professional athlete, who played rugby on the international stage and had friends all over the world. Surprisingly, he had a deep affection for Manhattan Beach. Not long after our wedding, we packed our bags with just a couple of suitcases and enough money for a month. The rest, as they say, is history!

Q: WHAT BROUGHT YOU TO MANHATTAN BEACH IN THE FIRST PLACE?
A: I was born and raised in MB. After getting married and moving around a bit, my wife & I both agreed we loved my hometown. We settled back here and been here ever since. While it’s changed a lot, I still love the community and living here.

Q: WHAT MOST CONCERNS YOU ABOUT THE FUTURE OF MANHATTAN BEACH IN THE NEXT FIVE YEARS?
A: It seems there are greater challenges with getting volunteers to step up to invest time and effort to so many of our wonderful community organizations. Whether it’s working a booth at the Hometown Fair, running our PTAs, etc., it appears harder and harder each year to get people to help out. I don’t know the root cause but I hear this over and over from many of our local volunteer led organizations.

Q: DO YOU FEEL AS SAFE TODAY IN MANHATTAN BEACH AS WHEN YOU FIRST ARRIVED?
A: I generally do feel just as safe today and when I was a boy walking to school and beach. If anything is a greater risk today, it’s the number of distracted drivers I see every day around town. “Get off your phone, it can wait!”

Q: WHAT IS THE SECRET SAUCE THAT MAKES MANHATTAN BEACH SO UNIQUE?
A: The sense of community. That people feel they are part of something bigger than their immediate family but more personal than an entire city. A sense of fellowship around common interests and goals for all of us.

Q: WHAT ARE SOME OF YOUR FAVORITE RESTAURANTS IN THE AREA?
A: Tin Roof Bistro continues to be our go to favorite. Great food and service, and those amazing brussels sprouts!

A: Ah tough question. I have to hedge and say a tie between Blade Runner and Godfather 2 (the rare sequel better than the original).

Vitamin C, elderberry, and zinc in-home treatments may boost the immune system and lessen symptoms. Nobel laureate Linus Pauling popularized vitamin C’s cold-fighting properties in the 1970s, driving demand. Vitamin C has been suggested to improve immune cells’ ability to locate and fight infection by supplement industry scientists. The nutrient’s efficacy is disputed. For one, the body cannot keep high dosages of vitamin C, such those in supplements, and excretes excess in urine. A 2013 meta-analysis of vitamin C trials found that regular supplementation before feeling sick can shorten colds by a day or so. After symptoms appear, vitamin C does not always help.

Because the people paying for the free stuff can no longer afford to pay for both the free stuff and their own goods, the people who get the free stuff dislike the people paying for it. And the people who pay for the free things want them to stop receiving it. Additionally, the recipients of free goods have been trained to desire more free goods on top of what they already receive! Now, the people forcing others to pay for free goods have informed others who are RECEIVING the goods that those paying are rude and racial. So… The people who are forcing some people to pay for their free stuff and giving them the free stuff in the first place have persuaded the people who are GETTING the free stuff that they need to resent the people who are paying for the free stuff. We’ve allowed the practice of giving away free goods for so long that now there are more recipients of free goods than purchasers of free goods. Now, comprehend this. Somewhere between 200 and 250 years after their founding, all great democracies have committed financial suicide. The cause? By voting for candidates who pledged to give them money from the treasury in exchange for their support, the electorate realized they could vote for themselves more free money from the coffers. Do you see how the game is played now?
