Few public servants embody the spirit of Manhattan Beach more profoundly than Steve Napolitano. His lifelong dedication to this community is a rare blend of passion, integrity, and steadfast leadership. Steve’s story is one of perseverance and commitment. Born and raised in Manhattan Beach, he attended local public schools, worked as a janitor to support himself through Loyola Marymount University, and taught in inner-city schools while earning his law degree. These experiences grounded him and deepened his connection to the values of hard work and fairness.

Serving as the youngest-ever elected official in Manhattan Beach and now its longest-serving Mayor and City Councilmember, Steve has always placed public safety as his top priority. Under his leadership, initiatives that enhance quality of life, protect the environment, and support seniors and children have come to fruition. His service is more than a job – it’s a calling.

Steve’s roots run deep, and his love for this city is evident in his policies and personal life. He is raising his children blocks from where he grew up, instilling the same values guiding his remarkable career.

We at MB Weekly offer this tribute to Steve Napolitano for his accomplishments, character, and unwavering dedication he brings to Manhattan Beach. Our community is better, safer, and stronger because of him.

** Thank you Councilmember Napolitano for your distinguished service on the Manhattan Beach City Council! Job well done! – With over 30 years of public service on our MB City Council, the Honorable Steve Napolitano has earned our appreciation and respect for his dedication and love for our community. In recent years, Steve has been the undisputed leader on City Council, noted for his wry wit and down to earth common sense. Having a 35 year career of public service to a city and its residents, I can say with certainty that Steve was one of the most experienced and knowledgeable City Councilmembers in our City’s history and, in fact, one of the most experienced and knowledgeable in Southern California. Since Steve grew up in Manhattan Beach and lived his entire life in Manhattan Beach, he had a unique perspective on what made our community great. It was in Steve’s DNA. Clearly, Steve was one of our community’s “favorite sons”. I don’t know who will step on the next Council as a leader but I do know that Steve’s leaving our City Council will leave a void. Steve’s impact was profound and lasting. I know that Steve’s next chapter will be in public service, it’s in his blood, it’s who he is. ** Steve has been a fixture of Manhattan Beach for so long, it is hard to imagine him doing or being anything or anywhere else. From the beach volleyball courts to the City Council chambers Steve has been a tireless public servant to the good people of Manhattan Beach for what seems like forever! Steve has always been a stand up guy. Fair and honorable are two of the many words describing public servants who are also statespersons. Steve Napolitano has always been fair and honorable. In my 72 years here in Manhattan Beach, I have seen many different city councils. Steve Napolitano’s years of service rank him within the top group of elected officials to serve our city. ** Whenever someone has given decades of service to a community, they leave a mark. As a local realtor, I am often in the position of speaking with clients who are moving to Southern California for the first time. Buyers want to know where to live in Los Angeles. Although the commute to where you work is always going to be a driving factor, finding good schools and a safe place to live is the biggest draw. Steve Napolitano has worked tirelessly to help Manhattan Beach maintain its character. Manhattan Beach is clearly one of the few cities in the greater Los Angeles area where you can state it does have a true sense of community. Having someone local at the helm for so long helps shape our city into what it is – a place where tradition and progress coexist harmoniously. Steve’s leadership has preserved our small-town charm while guiding us through complex challenges with integrity, compassion, and dedication. His vision and commitment have made Manhattan Beach a place we are proud to call home, and his legacy will continue to inspire us all. ** I’m sorry to see Steve Napolitano leave the Manhattan Beach City Council due to term limits. Steve has done so much for our community to improve our residents’ quality of life and public safety. He’s also been a watchdog for prudent spending of taxpayer dollars and on all budgetary matters. Steve’s exemplary service and dedication was second to none. Steve was my role model when I was on the City Council and especially while I was Mayor. ** To date, I haven’t used it. However, I do have a library card and one of my upcoming New Year’s Resolutions is to use the library regularly. I like to read, so I’ll be checking out books next year rather than buying them. —- Mark Burton (Former Manhattan Beach Mayor)

SOUTHERN CALIFORNIA HOMEBUYING TICKS UP DESPITE RISING PRICES. THE AFFECT ON REAL ESTATE IN MANHATTAN BEACH:

** What is interesting about the real estate market is 2024 will go on record as one of the lowest transaction volume in decades. Despite the low number of sales, prices held steady in most markets, including Manhattan Beach, which has shown a slight increase of .4% overall. (Source Trendgraphix Y.O.Y. pricer per sqft) If you look a little closer, new home prices have trended up in most of the areas in Manhattan Beach and some of the older homes that are 20-30 years old didn’t see the same increases. There is currently a higher demand for new or newer homes over the older homes. The supply of new homes remains low the demand is still high enough despite the current interest rate market. If we see mortgage rates dip in the coming months, we could easily a continued jump in demand, which will put upward pressure on values. —- Ed Kaminsky (Realtor)

A: My favorite spot is Un Caffe Altamura. The owner/chef is a food genius and extremely creative. She has a well curated menu that changes seasonally. For dinner, it’s definitely Fishing with Dynamite.

A: Leo…roar! I’m a fire sign all day long.

A: Young realtors should have a mentor and need to learn the basics. You have to put in the work. This is not an easy business but if you can work hard and commit, you will be successful. There are great coaching programs out there as well. I started with the Mike Ferry Organization in 2009 and I’ve had a coach from there since. Without their program, I probably wouldn’t be doing this interview right now.

Manhattan Beach Goes Prime – The Butchery Quality Meats Carves Out New Spot:

The Butchery Quality Meats, Southern California’s premier butcher shop, is set to sizzle in Manhattan Beach. A recent liquor license application revealed the gourmet haven will take over the former Lindberg Nutrition at 1121 Artesia Blvd., according to reporting, marking the company’s fourth location. The Butchery’s expansion would join its Costa Mesa, Newport Coast, and Del Mar outposts owned by Brian Smith and Robert Hagopian.

Fry’s Site Transformed – A Bold Vision for Manhattan Beach: Big changes are on the horizon for Manhattan Beach! The iconic old Fry’s Electronics site at Rosecrans and Sepulveda is set to be transformed featuring two apartment buildings – rising 10 and 7 stories tall. The proposed development includes 285 apartments, offering a mix of 1, 2, and 3-bedroom options, 57 units will be reserved as affordable housing. Residents can look forward to luxury amenities like a sparkling pool, a state-of-the-art gym, and a rooftop deck for sunset views. Parking with two levels of subterranean spaces. The project is currently in preliminary review and won’t require Planning Commission or City Council approval, meaning it could move forward smoothly. We called Animal Control and picked him up. If this is your cat, I am very sorry. My neighbor might have a Ring to find out what happened possibly.

December 5 to December 11, 2024

  • 666 CALLS FOR SERVICE

Notable Events:
** On 12/5/24, at approximately 6:34 a.m., officers responded to a report of an in progress catalytic converter theft in the 1100 block of 3rd Street. The suspect vehicle, described as a silver hatchback (possibly a Volkswagen Rabbit) was occupied by two individuals who fled eastbound on 3rd Street. The victim’s vehicle, a 2007 Toyota Highlander, had the catalytic converter stolen previously.

** On 12/06/24, a detective was working retail burglary suppression in the 1700 block of Rosecrans Avenue along with additional personnel. The detective observed two subjects commit a theft from BevMo (1700 Rosecrans Avenue). The subjects entered a vehicle and were stopped by officers. The detective’s investigation revealed the two subjects were working together to commit thefts and had stolen a felonious amount of merchandise from the store. Both subjects were arrested and transported to the MBPD jail.

Complacent Community Is Manhattan Beach – A complacent community? Do we just unquestioningly trust our Council? Maybe so. Here are some examples of what our residents didn’t know about. Most residents didn’t realize that our City’s full-time employees went from 278 to 328 in ten years, the highest total ever. Most residents didn’t know those employees were given the highest compensation in our City’s history, significantly more than adjacent City’s employees. Most residents didn’t know that our City borrowed $91 million to pay off pension obligations, resulting in debt payments of $5.5 million for over 20 years. After doing so, the unfunded pension obligations rose again to $28 Million. Most residents didn’t know the stormwater tax was for operational costs (i.e., employee compensation) rather than capital improvements. Most residents didn’t know the City wanted to build a second LA County Library in Polliwog Park. There are a lot of essential matters that our residents didn’t know about. Here’s why we may be a complacent community. First, our City is a great city. There isn’t much to complain about. Second, we all have a great sense of civic pride, so we are reluctant to criticize. Third, our local press focuses more on community events than serving as a “watchdog.” Fourth, our Council is sometimes less than transparent, likely to engage in “spin” when they sense our community would be opposed. Let’s pay closer attention to the actions of the Council. If more MB residents engage in City Council matters, we will have more transparency, accountability, and a better City Council.

Mira Costa High School recently hosted the annual Los Angeles Invitational Model United Nations (LAIMUN) conference on December 7-8, bringing together 1,100 delegates from middle and high schools across Southern California. Over two days, students gathered to debate a wide range of global issues, tackling some of the most pressing challenges facing the world today. How Manhattan Beach Lit Up December With Fireworks

In 1989, Pete Moffett, owner of the restaurant Manhattan Coolers on Manhattan Beach Boulevard, ignited a bright idea: fireworks in December. “The annual event started as a way for local business leaders to kick-off the holiday season, and give something back to Manhattan Beach. The deed has flourished – and this spirit of sharing is nowhere more apparent than here,” according to mbfireworks.com. With the support of fellow merchants, Moffett pitched the idea to city officials. That first year, around 500 people gathered to watch the display. But over the decades, the event has drawn in an estimated 40,000 attendees annually. A cornerstone of the city’s festive calendar, the fireworks show trails only the Hometown Fair in popularity, which attracts 60,000 visitors. It has been voted Best Holiday Fireworks in the Nation on Travel Channel’s feature “Jingle Brawls.” This year’s event, sponsored by Skechers, LAcarGUY, Chevron, among others, was held on December 8.

MBPD Holiday Crime Prevention Tips:

  • Do not advertise on social media that you will be out of town.
  • Activate all alarm systems and monitor video surveillance cameras.
  • Have packages delivered to a drop box or ask a neighbor to collect them.
  • When out shopping, do not leave packages or large amounts of cash inside your vehicle unattended.
  • Be aware of your surroundings and call the police if you see anything suspicious.
  • Set up timers to turn on and off lights at various times, making it look like someone is home.
  • Do not leave your porch light on 24/7; it signals you’re away.
  • Always track packages and, if possible, schedule deliveries when you’re home.

Parenting is an imperfect journey; even those raising highly successful adults often reflect on things they would have done differently. From my interviews with 70 parents, four key regrets stood out. First, many felt they overemphasized grades and achievements. They pushed their kids toward traditional paths, overlooking how passion and mastery in nontraditional areas could lead to fulfilling careers. Some wished they had nurtured their children’s interests earlier rather than focusing solely on academic milestones. Second, over-involvement was a common regret. While protecting their children seemed essential, many realized they inadvertently stifled independence. They now understand resilience comes from facing challenges and solving problems independently. Third, a lack of responsibility was cited. Parents admitted sparing their kids chores and practical tasks to “protect” them, only to find their children later wished they had learned these skills earlier. Finally, many regretted discouraging risk-taking. Fearful of failure, they urged caution. In hindsight, they recognized that innovation and success often come from embracing risks and learning from setbacks. Parenting isn’t about perfection – it’s about love, effort, and growth. These reflections remind us to focus on nurturing independence, resilience, and passion in our children.

Manhattan Beach Bids Farewell To Fire Chief Michael Lang:

Recently retired long-time Manhattan Beach Fire Chief Michael Lang.

Manhattan Beach Fire Chief Michael Lang, a transformative leader who took the helm in 2021, has announced his retirement. Lang will remain in his position until a successor is named, with the search expected to begin soon. “Chief Lang joined the Manhattan Beach Fire Department in June 2021, bringing with him decades of experience and a commitment to modernizing operations and enhancing public safety,” according to the City. “During his tenure, he has improved emergency response capabilities, enhanced the fire prevention bureau and emergency preparedness function, increased staffing, expanded internal promotional opportunities, and fostered stronger community partnerships and relationships with regional safety partners. His leadership has left a lasting impact on the Department and the community.”

“It has been a privilege to serve the residents of Manhattan Beach and lead the outstanding professionals of the Manhattan Beach Fire Department,” said Chief Lang. “I am proud of what we have achieved together and am committed to ensuring a smooth transition for the Department and our community.”

Notable Events:
** On 11/29/24 at approximately 8:51 p.m., officers responded to the 600 block of 9th Street regarding an in-progress residential burglary. The suspects smashed the first floor rear glass door to make entry. Officers arrived in the area and observed a gray vehicle with paper plates driving away at a high rate of speed but were unable to catch the vehicle. An officer drove the suspect getaway route and found a backpack containing a WIFI jammer. The victim confirmed there is no loss at this time.

** On 11/30/2024 at approximately 7:57 a.m., officers responded to the 1100 block of 5th Street regarding a residential burglary report call for service. The victim lives in a back house on the property and when they woke up and walked to the front house, they discovered a broken glass panel on a bedroom window with the screen protector removed. They reviewed surveillance footage and observed two suspects near the back of the property looking around at approximately 10:54 p.m. No other signs of forced entry were observed, and it did not appear that the suspects gained entry into the residence.

** On 12/1/24 at approximately 9:39 a.m., officers conducted a traffic stop on a vehicle for vehicle code violations in the 1500 block of Rosecrans Avenue. During a consent search of the vehicle, officers discovered a loaded 9 mm firearm. The passenger in the vehicle, a convicted felon, was arrested for felon in possession of a firearm as well as other charges.

Yesterday evening gave me a new level of respect for the Slay Restaurants (we were at the Steak & Fish one in Manhattan Beach). We were seated outside, and a homeless lady approached us and asked if we could buy her a cup of coffee. We said of course and asked the restaurant to get her a latte (they make incredible ones). They sat her at a table and brought her some bread and butter. A little while later, one of the young busers at the restaurant came out and gave her money. Mr. Slay was at the restaurant and even came out to check in on her and us! I highly recommend this wonderful restaurant!!

I am proud of my public service to our residents, whether on Council or off Council. And I always offer solutions. Regarding the highest number of full-time employees, making the highest salaries in our City’s history: Respectfully, Lucia La Rosa must pay attention. Our current FTE is 328. That needs to be reduced to 305 without reducing public safety positions. The City Clerk, Human Resources, Community Development, and Public Works Departments have several positions that can be eliminated, especially with the added mid-management positions. Also, instead of giving almost 12% raises to all employees, walk that back over time to comparable compensation levels in other beach cities of similar size. The bottom line is if the City wanted to set goals to reduce full-time employees and salaries, they could easily do so.
