(PART TWO)

The employees making over $400k are firefighters and police officers, mainly due to overtime. Hiring new folks is hard because fewer people want to be either. This is a nationwide phenomenon. Is Mr. Wafer saying our firefighters and police officers are overpaid? He certainly didn’t say that during the impasse a few years ago – quite the opposite. We’ve done the salary surveys during negotiations, and they have always shown our salaries to be on average for the cities surveyed, not at the top. Perhaps Mr. Wafer missed meaningful conversations about the sales tax increase with the Council. The additional revenue generated by the one-half cent increase is meant to keep funds local instead of sending them off to LA County or elsewhere. This will provide an ongoing revenue stream to address our infrastructure needs, not hiring or paying more employees. We addressed our operational needs by passing the storm drain increase earlier this year. Now we need to address all the projects and maintenance people want but we can’t otherwise afford, such as:

  • a new parking structure downtown
  • new community centers
  • better roads
  • replacing aging water and sewer lines
  • wider sidewalks for outdoor dining, if approved

The City has nearly $200 million in unfunded projects (referred to as our Capital Improvement Plan or CIP) that residents have requested. However, there’s no way to pay for them except through an ongoing revenue stream. It is also essential to keep our AAA bond rating to get the best possible rates for borrowing, should that be needed. If Mr. Wafer were to compare MB to other cities of its size, we run a very lean operation and do more with less every day. Also, Mr. Wafer doesn’t point out that visitors, not residents, pay 61% of our sales taxes. Nor does he acknowledge the community’s needs in terms of infrastructure and how the demands on cities for additional unfunded mandates and reporting from Sacramento (and even the Federal Government) have grown exponentially over the years. This has increased our costs dramatically. Yes, we apply for grants for any of these projects, but they never cover all the expenses. We have copies of our detailed budgets for residents to review and even take home if they want. Every spring, we have multiple public budget sessions to inform our residents of the details of the numbers. Not many residents attend these sessions or write public comments. Were we on Council to read into this that our residents are content with the budgets, we might not work as hard as we do to keep costs in line. But we on Council do work hard with the help of staff to find efficiencies to keep our capital and operating costs in line.

Manhattan Beach Sand Dune Park Renovation Authorized, Missing Bike Path:

New playground equipment, restrooms, and an artistic fence will be added to Sand Dune Park as part of a several million dollar update approved by the City Council at a recent meeting, but it will not contain a concrete bike path based on community input. “Don’t be the council that paved paradise,” one community member said.

As a long-time Manhattan Beach resident and citizens oversight committee member for previous bond measures, I urge you to support Measure RLS – Repair Local Schools. Measure RLS authorizes $200 million in bonds for repairs to our aging school facilities. It replaces maturing bonds it doesn’t raise taxes. Why Measure RLS deserves your vote: MBUSD has a track record of stewardship of financial resources. A review of Transparent California data shows key positions such as Principal are paid at or below similar school districts such as Palos Verdes, El Segundo, San Marino. When enrollment dropped by 10% post-COVID (2020-2023), the district reduced staffing by 10% overall and teachers by 17%. Projects from previous bonds including C & EE were delivered on time and under budget. Data from neighborhoodscout.com shows Manhattan Beach property value appreciation of 119.9% from 2014-2024 compared with Redondo Beach at 66.2% over the same period. Redondo has excellent schools; Manhattan Beach ratings are a notch higher. Measure RLS qualifies for $57 million in matching funds from Prop 2, a statewide facilities bond. Therefore $257 million could be invested in our schools. These matching funds won’t last if we delay. Measure RLS is a good deal for our schools and community – please vote Yes.

Manhattan Beach Car Theft: $1M Cash in Box

Notable Events:
** On 09/12/24, officers responded to the 1400 block of 23rd St. regarding a vandalism that just occurred. Upon arrival, officers learned it was an attempted residential burglary. The unknown suspect(s) climbed onto the residence’s second story balcony and broke the window to gain entry into the primary bedroom. The suspect(s) fled the area when the resident screamed for help. Officers arrived on scene and checked the area but did not locate the suspect(s).

** Between 09/12/24 and 09/13/24, a residential burglary occurred in the 1600 block of 3rd Street. The victim arrived home and discovered a rear door and kitchen window open. The investigation revealed the suspect(s) pried the kitchen window open, entered the residence, stole jewelry, and exited through a rear door.

** On 09/13/24, officers responded to the 1700 block of Laurel Avenue (American Martyrs School) regarding a vehicle burglary. The victim parked their vehicle along the curb in front of the gym off 15th Street. The victim went into the gym with their child and when they returned back to their vehicle discovered the rear passenger side window was shattered. The victim stated that a cardboard box containing approximately $1 million dollars was stolen. Officers and the victim discovered a device appearing to be a GPS affixed to the vehicle.

** On 09/14/24, officers conducted a traffic stop in the area of Manhattan Beach Boulevard and Aviation Boulevard for vehicle code violations. The vehicle’s registration was expired and the driver was driving on a suspended license. During the officer’s investigation, the suspect admitted he had a firearm concealed in the vehicle. An unserialized firearm was recovered and the driver was arrested.

Even as an adult, I find it hard to stay away from my cell phone. Yes, it is a great device, serving many useless purposes. However, it is way too easy to get sucked into the social media apps, texting, email, and web surfing. I am always surprised when I put the thing down that, holy crap, I just lost 1 or 2 hours of my life! Kids don’t need cell phones in schools. Helicopter parents must learn that they don’t need to monitor or be in touch with their child 100% of the time. As kids, we got along just fine before cell phones were invented, and so did our parents. Personally, I think the kids should have to check their phones when they arrive at school, and they should not have any access to them until they leave at the end of the school day. They will probably learn more, including better real-life social skills.

MB WEEKLY EXCLUSIVE: COMMENTARY BY JOE FRANKLIN (MAYOR OF MANHATTAN BEACH)

(PART ONE)

Compensation can’t be looked at in a vacuum – we compete with other cities for personnel talent and are not at the top of any salary schedules, given the services we provide. Inflation affects a city’s budget just like it does businesses and households. The City pays more for gas, materials, or needed services, just like our residents. For the six years from 2017 to 2023, Mr. Wafer points out our total compensation costs rose by 28%. However, he fails to mention that inflation in the US was a compounded 23% over that period. The additional costs beyond inflation could be directly related to the unanimously agreed need to hire more police for public safety during a significant rise in crime. I can’t recall if Mr. Wafer contributed to that conversation. We have to compete in the open market for these personnel, where some cities offer tens of thousands of dollars in signing incentives. Increased inflation has led the City to pay more for our needed goods and services. Should we provide fewer services or hire less qualified personnel? What jobs does Mr. Wafer think we should eliminate, whose salaries should be cut, and how do those salaries compare to comparable cities? Just talking about salaries is a very incomplete argument. The value of our employees goes way beyond just salaries.

Yes, we’ve hired more people – why? Because the public asked us to over and over. For example, more homes and businesses are being built than ever, so we need more people in community development to complete projects as fast as possible. Assume an older home was sold on a property tax basis 30 years ago. Logic dictates we get a new (more expensive) home online as soon as possible to increase our revenue from the higher property taxes. In this time of much higher inflation, our contracted service providers have raised their prices considerably. At times, it makes financial sense to bring that work in-house to save money and improve the quality of the job. We did this recently with a street and sidewalk cleaning service provider. Although it resulted in hiring several new employees, our overall cost was cut by a third, and a better job is being done. We needed engineers to complete the road, sewer, and water projects we had to upgrade. And we’re hiring more firefighters and police officers to reduce overtime and address rising crime, which are essential things to do and have been featured strongly in MB Weekly, have they not?

A: My family’s top reason for moving to Manhattan Beach was the quality of public schools. I want to make a difference in ensuring there are safe, modern facilities for Zoey and all our students. A wonderful side benefit has been the new friends I’ve made in the community!

Q: HOW CAN YOU ASSURE READERS THAT THERE WILL BE NO TAX INCREASE ATTACHED TO THE INITIATIVE?
A: The authorized issue amount of $200 Million was chosen specifically to ensure borrowing costs – and thus property taxes – do not exceed what’s currently being paid for bonds maturing in several tranches over the next 2 years. Measure RLS bonds would be issued in chunks when needed for high-priority projects on the facilities master plan (http://mbusdplan.org) but no sooner than when payments cease on each set of maturing bonds.

Q: ARE SENIOR CITIZENS EXEMPT FROM THIS INITIATIVE?
A: State law does not allow for a senior exemption on bond measures. Property taxes are based on Assessed Value not Market Value so parents of school-age children bear the largest portion of the cost because they typically bought homes more recently.

Q: WHAT HAS BEEN THE MOST CHALLENGING ASPECT OF WORKING ON THIS INITIATIVE?
A: I loved working on the Measure MB campaign and knew what I was getting into! The trickiest part is making sure I don’t let any of my other responsibilities slip: business leader, husband, stepfather, friend, middle school math club volunteer.

Manhattan Beach Car Show Cancelled Due To Emergency Parking Lot Closure:

The City canceled this year’s Downtown Manhattan Beach Car Show citing the emergency shutdown of Lot 3. “We understand that this is a disappointing outcome, especially considering the importance of the K-9 Foundation to our organization. In order to lessen the financial impact, many of the regular sponsors of this event have pledged donations in support of the K-9 Foundation,” the city stated in a release. “We are pleased that the community has rallied around this cause and has recognized the additional pressure that this event would have caused in the downtown area. We appreciate your continued support of the K-9 Foundation and our efforts to provide essential services to our community.” Last year saw over 200 cars with live music, and family fun events.

** On 09/07/24, officers responded to 6th Street and Manhattan Avenue regarding a robbery that just occurred. The victim told officers that while placing his belongings in his vehicle, he observed a black SUV stop nearby with 5 occupants inside. Two suspects exited the vehicle and attempted to instigate the victim into a fight before assaulting, and stealing a necklace from his neck. During the assault, one of the suspects dropped a switchblade. The victim ran after the suspects as they fled, however the remaining three suspects inside the vehicle exited, and assaulted the victim a second time. Officers arrived on scene and located the stolen necklace. This is an ongoing investigation.

** On 09/06/24, officers responded to Target (1200 N. Sepulveda Boulevard) in regards to a known theft suspect who walked out of the store with a shopping cart of merchandise. The suspect was seen through surveillance video placing a scooter and a handheld vacuum into a shopping cart before leaving the store, and placing the stolen merchandise into his vehicle. The suspect then fled the location but was located by MBPD Officers and taken into custody.

** On 09/09/24, officers responded to REI (1800 Rosecrans Avenue) in regards to a suspect with prior disturbance incidents at multiple REI locations. The suspect was attempting to return a backpack he just purchased and when he was refused, he grabbed a backpack from the display and left without paying. Officers located the suspect and placed him under arrest. It was later discovered that the suspect had a felony warrant from an outside agency.

** On 09/11/24, officers responded to the 1300 block of Parkview Avenue in regards to a robbery that just occurred. The victim observed a black SUV parked towards the rear of his vehicle while he was walking through the parking lot and carrying a briefcase. The victim felt someone push him from behind causing him to fall to the ground. The suspect grabbed the briefcase from the victim and reentered the front passenger seat of the suspect vehicle and fled the location. This is an ongoing investigation.

The President of the United States only makes $400K. THAT’S OUTRAGEOUS. I worked in the highly competitive radio sales industry with absolutely no security. What did you sell today? Great, come in tomorrow. Working in this beach city is a ‘cake-walk’ in comparison. And oh yes, my pension………..ZERO! Admittedly, it’s been a bunch of years since my prime earning years, But these facts hurt my head. Not too long ago, we had four top employees earning a combined million dollars, and the city went nuts. I’m out on ANY SALES TAX INCREASE and want pay cuts. We should be both shocked and unsurprised by this revelation. Horrified because the extent of the financial excesses is staggering; unsurprised because history shows that individuals are often generous when spending money that isn’t theirs. City leaders, like all human beings, desire approval and admiration. Distributing public money generously becomes a tool for gaining favor and support, ensuring popularity without personal cost. MB Weekly’s powerful story serves as a crucial reminder of the need for transparency and accountability in government. ** The amount spent on city employee salaries in Manhattan Beach has increased, although the number of employees has remained about the same. Why? We are adding more professional positions. For example, tourism has increased, so we must expand MBPD and MBFD. These are high-salary positions, and finding good people is competitive. We are also seeing a boom in local development, leading to complaints about long delays in the permitting process. In response, the City added project engineers to the Public Works Department. About 60% of our salaries are covered by our sales tax. 61% of our sales tax revenue comes from non-residents, and we can expect that to increase with tourism. However, money spent on salaries cannot be spent on other things. We must fill these positions, and the wages should be on par with those of our surrounding cities. However, we should also evaluate our employee expenses annually to cut excess spending and reduce pension liabilities. It’s also worth noting that two current candidates are responsible for authorizing this significant increase, so residents should not be afraid to ask the tough questions. —- Brenda O’Leary (Candidate for the City Council)

** Let’s be honest. It doesn’t feel right; does it? We have a responsibility to the people of Manhattan Beach to be fiscally responsible, and part of that responsibility includes making difficult decisions around compensation and overtime. We have incredible directors, administrators, chiefs, captains, lieutenants, supervisors, and engineers. We want to retain our great city employees and continue to recruit top talent, but we need to justify and rethink above-market compensation. It starts with reviewing overtime and addressing inefficiencies. The conversation around fiscal responsibility extends beyond compensation. We need to address third party services, feasibility studies and more. My promise to you – if elected to City Council, I will always be transparent and prudent with our finances. Hold me accountable. The veil of secrecy that has cloaked the incredibly high salaries paid to our city employees was finally removed, and, to our dismay, we have numerous employees making more than $400,000, $300,000, and $200,000. Who knew? Now, thanks to the efforts of Mr. Wafer, we all know. Of course, Mr. Wafer was “spot on” when he asked “Do we need to increase our sales tax…” or do we need to take a hard look at staffing and salaries. ** We have many challenges that we need to address head on, but the number one priority should always be safety. Manhattan Beach residents need to feel safe in their community, and ensuring our Police Department is fully staffed will help us achieve our goal of reducing crime year over year. Additionally, we need to prioritize city infrastructure projects and set aggressive timelines. This starts with following through on commitments made by our current council and expediting the Parking Structure Lot 3 construction project to reintroduce 130+ safe parking spaces for our downtown businesses. With the recent earthquake activity we need to promote National Preparedness Month this September and make sure every resident has the resources they need. ** Yes, I generally feel as safe as I did 5 years ago. However, now I feel I have to be more vigilant. Before Gascon’s soft on crime policies, we didn’t have armed daylight robberies in the downtown area. My impression is we had fewer, if any, robberies on the Strand after dark. When crime rarely happened or didn’t happen at all, I didn’t have to think about the risk of walking at night or early morning.
