BODY FOUND NEAR MANHATTAN BEACH PARK POND:

The corpse of a 23-year-old foreign national was recovered at Polliwog Park in Manhattan Beach Monday morning. “Manhattan Beach Police Department (MBPD) Officers and Manhattan Beach Fire Department Paramedics (MBFD) were dispatched to Polliwog Park at 1601 Manhattan Beach Boulevard for a medical aid call regarding an unresponsive adult male on the ground near the pond. MBFD pronounced the subject deceased at the scene,” according to a City update. “MBPD Detectives and the Los Angeles County Coroner’s Office were called to the scene to investigate the death. Currently, the cause of death is ‘deferred’ pending additional investigation by the Los Angeles County Coroner’s Office, meaning additional testing and investigation are required to determine the cause of death. However, there were no obvious signs of foul play.” The City is referring anyone with information on the incident to contact Detective Daniel Delgado at (310) 802-5125, or Detective Sergeant Taylor Klosowski at (310) 802-5123

A: The Dry Cleaner next door to The Arthur J had served the community for many years and when they decided to move their location we saw it as the perfect opportunity to expand the footprint of the restaurant to further serve the community. With high demand from our guests for larger gatherings and celebrations we wanted to provide a venue that could host a multitude of events, while making sure it had continuity with the mid-century modern feel of the restaurant. The Bungalow provides a warm and intimate setting for groups between 10 and 36. We can also partition the space to effortlessly host two parties simultaneously. The Club House and Pool House are the two sides of The Bungalow, each providing a unique motif of artwork and décor while still encapsulating the vibe our Guests have come to expect from The Arthur J.

Q: YOU ARE THE NEW GENERAL MANAGER AT THE RESTAURANT. WHAT IS THE BIGGEST LESSON YOU’VE LEARNED THUS FAR?
A: The lessons learned are countless. My reasoning for coming from Tin Roof Bistro to The Arthur J was to learn and grow. I am delighted to say that the warm welcome from an incredible team, the way that the downtown MB community has embraced me and the beautiful concept that I love more each and every day have all validated my decision to take on this new role. I’m in a unique position to lead an already exceptional team to new heights while protecting the foundation of excellence that they’ve built. A: To be honest we are so past Covid that I don’t even really think about things in those terms. Final MBUSD Budget Cancels 20 Teacher Layoffs:

The Manhattan Beach Unified School District Board of Education approved its 2023-2025 budget amid state financial uncertainty. “There is no doubt this year brought challenges, such as the recent shortfall in the state budget that caused us to make the difficult decision to lay off staff,” Dr. John Bowes, MBUSD Superintendent, stated in June’s Superintendent’s Newsletter. “But thanks to everyone who rallied behind our schools and showed support by voting on the Measure MB Parcel tax, we were able to announce victory and reinstate positions. The Parcel tax will bring in funding of approximately $2.4 million yearly for each of the next six years that the State cannot take away. Also, thanks to MBEF’s ongoing efforts to meet the District’s needs annually, they allocated an initial grant of $1,325,000 in May, with a final grant allocation of $7.4 million for the upcoming 2024-25 school year. This will help rescind layoff notices, bring back staff, and support programs.”

Manhattan Beach officials partially closed a public parking lot near Merlot June 24 due to “significant structural issues.” “Lot 3 is anticipated to undergo a full redesign and new construction, and the City’s engineers have been regularly monitoring the condition of the structure,” according to the City. “Recently, during a routine inspection, significant structural issues were identified relating to the third level that require a more specialized review.”

Understanding the Grants Pass Decision: In a landmark decision, the U.S. The Supreme Court ruled 6-3 in favor of Grants Pass, affirming cities’ rights to regulate encampments and public spaces without violating the 8th Amendment’s prohibition against “cruel and unusual punishment.” Gavin Newsom stated “Today’s ruling provides officials the definitive authority to implement and enforce policies to clear encampments, removing the legal ambiguities that have tied the hands of officials and limited their ability to deliver common-sense measures to protect the safety and well-being of communities.” The presence of encampments has not gone unnoticed. From tents along Sepulveda to individuals living on benches, in vehicles or on public beaches/parks, some lingering for years. Manhattan Beach already has a comprehensive approach to those who are homeless, with dedicated outreach worker, trained police officers, and access to shelter beds and MBSAFE, a nonprofit that assists people who are homeless. Looking forward, the City Council should task the City Attorney with assessing how the Grants Pass ruling impacts local regulations is a prudent step. Understanding what constitutes camping under local ordinances and how these laws will be enforced is crucial. Will enforcement be complaint-driven or proactive? Will it operate around the clock? Clarifying definitions, enforcement strategies, and ensuring safe public spaces will be paramount.

Brewco Social Reopens Nearly A Year After Owners Announced It Might Close:

Brewco returns to Manhattan Beach. The more than 30-year-old restaurant and pub reopened in May as brewco social following a refurbishment nearly a year after its owners announced its closure. Brewco, 124 Manhattan Beach Blvd., was the city’s first brewpub, opening in 1991 as Manhattan Beach Brewing Company, changed to Brewco in 2009, and now to brewco social. OpenTable featured brewco social as one of “LA’s nine hottest openings of the year. … Chef Neal Fraser of award-winning Redbird recently joined the team … There’s a completely revamped interior done up in neutral tones, thanks to designer Noelle Isbel. Snag a seat at one of the rounded booths to share globally inspired snacks like Brazilian pão de queijo and chicken wings with Louisiana hot sauce before moving on to mains like Korean-style pork ribs.” Michael Zislis and his partners opened Brewco, Rock’N Fish, The Strand House, Shade Hotels in Redondo and Manhattan Beach, and The Brews Hall in Torrance and Hermosa Beach.

Honest to God, I don’t know what it’s going to take other than the death of a reckless E-bike rider to get the city of Manhattan Beach to act clearly and forcefully. The time for double talk and B.S. is long past. Day after day, week after week, I see the same thing that anybody else going downtown in Manhattan Beach sees, reckless teenage E-bike riders breaking the law in countless reckless ways without any police presence downtown. The city has allowed a free-for-all, and it’s only a matter of time before somebody gets seriously injured or even killed. Wake up, city leaders. [Your passive inaction] is both outrageous and embarrassing!

The 2024 Mira Costa Badminton team won their first Mira Costa Invitational Tournament and had place winners in the Arcadia and Cerritos Tournaments. “Going 8-4 in season and post-season Team matches, with three of the four losses by just one or two games. MANHATTAN BEACH STRAND ROBBERY – FOUR GUYS SOUGHT:

The Manhattan Beach Police Department is requesting assistance in identifying four guys who robbed a victim of cash on the Strand early Saturday morning, June 22. Manhattan Beach police said Hawthorne police were investigating two similar crimes. In the Manhattan Beach incident, a woman informed officers around 3:45 a.m. that an hour earlier, she and a companion were strolling on 40th Street when a dark-colored Jeep Wrangler came up next to them and tried to gain their attention. The woman and her friend kept walking, but the Jeep followed and four guys got out when the victims stopped in the 3900 block of The Strand. One carried a black handgun and instructed a victim to give them everything they had. MBPD claimed the suspects escaped in the Jeep after the victim gave them an undisclosed cash. The victims were unharmed.

A striking 82% of reader’s parents in some way financially support their adult children, according to a recent MB Weekly Reader Poll. This trend highlights young adults’ growing economic pressures, including high living costs and student debt. Parents are covering expenses ranging from rent, health insurance, cell phone, and car expenses. “I thought my kids would be financially independent after college, but the job market is tough,” said Lisa T, a South Bay accountant. “Parents bailing out their adult children financially are hurting them more than helping them,” said Andrew Y. of Manhattan Beach. “They need to grow up!”

I was fishing on the Manhattan Beach Pier around midnight [one] night when a group of people walked behind me; after they got out of my sight, one of the males snuck up behind me, robbed me of my phone and bag, and then ran off to rejoin them. The group of about ten African American teenagers (males and females) ran up to the upper pier parking right outside the Shellback Tavern, where I was able to borrow someone’s phone to call the police; sadly, they sped off before I could connect to the police. I will meet with an MBPD officer … to see if they can open an actual report because there wasn’t enough info [that] night.

On Tuesday, June 18, at 8 p.m. in downtown Manhattan Beach, the scene in front of the Skechers store was chaotic. Over ten minutes, I observed at least six e-bikes riding on the sidewalk, two of which had riders without helmets. The riders, likely teenagers, were laughing, yelling, and oblivious to the pedestrians around them. Their reckless behavior created a tense atmosphere, making it hazardous for anyone walking by. Disturbingly, there was no police presence to manage or deter this activity. This situation felt like a ticking time bomb, with the potential of severe accidents. The lack of enforcement and the blatant disregard for safety rules underscored a growing problem that needs urgent attention before someone gets hurt. Effective measures and increased vigilance are essential to prevent reckless behavior and ensure public safety.

MBPD Arrest Juvenile In Metlox Assault Case:

MBPD detectives and MBPD school resource officers arrested a suspect in an assault and robbery that occurred last month at Metlox Plaza. The juvenile suspect was taken to Juvenile Hall on June 5. On May 4, 10 juveniles accosted three juveniles. The 10 stole an e-bike battery and a necklace and punched one of the victims in the face. MBPD officers also arrested a male adult suspect in the case of an elderly female victim who is believed to have been defrauded of close to $1 million. In May, there were six assaults, five auto thefts, and three business burglaries (each down three from the previous month), four residential burglaries, six vehicle burglaries with four of the vehicles left unlocked, 41 larceny non-vehicle burglaries, and one sexual offense. There were also 3,296 calls for service, and 72 arrests. In the crimes against property category, all larceny led with almost half at 47 of the 96, with fraud a distant second, followed closely by vandalism. With the summer months beginning, the MBPD wants to remind people to “lock it or lose it.” When visiting the beach, take personal belongings from your vehicle and do not leave your keys with your vehicle when heading into the ocean.

Dear Mayor: WHAT SPECIFICALLY HAS MANHATTAN BEACH DONE IN THE LAST 30 DAYS TO ADDRESS THIS SIGNIFICANTLY GROWING [EBIKE] PROBLEM?
A: We have held two directed enforcement days in the last month regarding electric bicycles and written over 50 citations on those days alone. We recently made an arrest from a robbery that occurred on May 4 involving persons on electric bikes. We are working in partnership with Hermosa, Redondo, and El Segundo on this issue to ensure we are investigating all available leads with regard to crimes. The City is committed to continuing our enforcement efforts as the summer quickly approaches. I know that you had asked about the last thirty days, but it is important to note that this is an issue that the City has been aware of and working on for quite some time. Our City Council has adopted strict ordinances addressing bicycle safety. At the September 5, 2023, meeting, the City Council adopted an urgency ordinance amending the Manhattan Beach Municipal Code (MBMC) establishing:

  • An ebike speed limit
  • Ebike safety and operational standards
  • Use location restrictions for bicycles, e-bikes, and motorized bicycles
  • The City Council established fines associated with violations of this ordinance that are increased with each subsequent violation within one year. (For example, $250 for the first violation, $750 for the next and $1,000 for the next.)

As you may note, the Hermosa Beach Ordinance recently adopted is very similar to our ordinance. Manhattan Beach’s urgency ordinance became effective on September 6, 2023, and contains safety rules such as:

  • Prohibits riding on City sidewalks, plazas, grass areas, the Strand, parking structures owned or operated by the City, County, or State, and Veterans Parkway.
  • Prohibits riding at speeds over 15 miles per hour on the Marvin Braude Bike Trail (i.e. Beach Bike Path), and maintains the current “Walk Only Zone” on both sides of the pier.
  • Requires wearing of properly strapped helmets for all riders under 18 years of age.
  • Requires riders to use bike lanes where possible, and on streets without bike lanes, to ride close to the right curb or edge of roadway.
  • Requires riders to ride in single file and not more than two abreast.
  • Prohibits riding on the back of a bicycle or e-bike without a seat.
  • Prohibits speeding, racing, or stunt activity.
  • Reaffirms requirements to yield to pedestrians at all times.
  • Defines illegal bikes and provides procedures for their impounding if warranted.
  • Violations of this ordinance will result in a misdemeanor and a fine up to $500 for the first violation, $750 for the second violation within one year; and $1,000 for each additional violation within one year of the first violation. If the violation is committed by a minor, the minor’s parents may be cited and fined for violations of the ordinance.

The violation processing procedures for juvenile offenders are very clear. When apprehended, they are brought to the MBPD Police Station. Parents of the juvenile(s) are contacted and instructed to report to the police station. Detailed discussions are conducted and, if warranted, Notices to Appear at Juvenile Court are issued. At Juvenile Court the offender is presented with the option of diversion options including attending counseling combined with community service.

The Manhattan City Council vote was unanimous, 5-0 for the above. Also note that MBPD and the other South Bay agencies work closely to track juvenile behavior and share resources and leads.

Fisker Files For Bankruptcy:

Fisker Group Inc. announced that it filed for Chapter 11 protection on June 17, and that it is in advanced discussions with financial stakeholders regarding debtor-in-possession financing and the sale of its assets. “After evaluating all options for our business, we determined that proceeding with a sale of our assets under Chapter 11 is the most viable path forward for the company,” said a Fisker spokesperson. Fisker’s previously announced manufacturing pause will remain in place, and the company intends to file to ensure its reduced operations are able to continue.

Q: HOW COOPERATIVE HAS THE MANHATTAN BEACH POLICE DEPARTMENT BEEN WITH YOUR EFFORTS?
A: Initially there was skepticism that the program would help, but we worked hard to teach good safety habits and respect the expertise of our police personnel. Frankly, it was like “apple pie” once citizens learned that they could be part of the solution, rather than part of the problem. If you are able to hear Chief Johnson, like all of the police chiefs before her, you will hear her advocate citizen involvement in keeping blocks safer by joining Neighborhood Watch. While we no longer provide in-home meetings and learn about crime activity with hints as to how to keep safe from the weekly Crime Updates, I still believe that the best way to keep safe is to know neighbors and look out for one another. Social gatherings can also be safety trainings and be enjoyable too. I like to say, “You can look out for #1 or you can look out for one another.” I think that says it all.

Q: WHAT IS YOUR MOST SIGNIFICANT SAFETY CONCERN ABOUT MANHATTAN BEACH CURRENTLY?
A: Today, with the reclassification of some former felonies to misdemeanors, and the lack of prosecution of the perpetrators of these crimes, we see more cars broken into and stolen and more car parts removed for their value. Parking is an issue, but we can all lock and remove temptations from our vehicles. I do believe that more teeth should be put back into the judicial system to prevent freed perpetrators from coming back to “shop” in our city. But I will add that the diligent work of our police force continues and they arrest those who commit crimes here in Manhattan Beach regardless of the legal outcome.

Q: HAS THE NEIGHBORHOOD WATCH BEEN ACTIVE IN THE CITY’S E-BIKE MAYHEM?
A: While I have great concern that one of the E-bike riders may come to harm on our streets, the involvement of Neighborhood Watch has been to detail the efforts of the City Council and our Police Department in educating and policing the students who are using the bikes. If our network can assist further in making the people aware of the situation, we are available to help.

Details of what is expected of you to hold the training meeting will be provided to you so that you can schedule the meeting to involve a significant number of those living on your block. This is a return of a program that has been shown to assist in the block’s response to a disaster where you will be working together without the support of police and fire for a period of time. Q: WHAT’S YOUR FAVORITE MOVIE OF ALL TIME?
A: It is always hard to pick one… But after deciding that it was the romantic Russian tale, “Dr. Zhivago” that I saw with my new husband so many years ago… I also remember how many times I have cried at the end of “Shawshank Redemption.” So these are the two I would pick.

Finance Director Announces Retirement After 35 Years Of Public Service:

The City of Manhattan Beach announced the retirement of Finance Director Steve Charelian after a 35-year career in public service. “It has been an honor to serve as the Finance Director for the beautiful City of Manhattan Beach,” said Charelian. “Steve’s commitment to excellence and fiscal responsibility has paved the way for our City to achieve important financial goals,” said Mayor Joe Franklin. Charelian began his career with the City 35 years ago, serving in a leadership role in the Finance Department for 11 years, before being appointed as Finance Director in 2018. Director Charelian led the department through the COVID-19 pandemic, efforts to adjust the City’s transient occupancy tax, the passage of the Storm Drain Measure in 2023, the implementation of a new financial system, issuance of pension obligation bonds, and reaffirmation of the City’s AAA rating.
