SILENCE IS NOT SAFETY:
MBMS PARENTS ALLEGE GUN INCIDENT MISHANDLED

Frustration is boiling over in Manhattan Beach after the alleged mishandling of a firearm incident at MBMS on March 19. Parents say district leaders, including Superintendent John Bowes, have failed to provide transparency, accountability, or a plan to prevent future threats. “… I understand that last week’s incident has created a deeply concerning situation that has shaken our community and I hate that that happened here on my watch,” Bowes said at the March 26 MBUSD Board meeting before public comments were heard. One speaker, a teacher and parent, demanded an independent investigation into a “breach in protocol” in the announcement of when a weapon is found on campus. “… we were not prepared to discuss these issues with our students or parents the following day due to the lack of communication …” In her remarks, Police Chief Rachel Johnson said, “I am profoundly grateful for the vigilance of the staff member who overheard a concerning conversation and took immediate decisive action … when our Police Department learned of this incident, our school resource officers immediately sprang into action … To our students, if you see something that makes you feel uncomfortable or unsafe, speak up, your voice matters …” Bowes noted there will be a town hall for the MBMS community on Monday April 7 at 5 p.m.


MB Weekly Readers Express Frustration Over City’s Silence On Paul Wafer Inquiry:

A recent MB Weekly story detailing the city’s lack of response to long-time resident and taxpayer Paul Wafer sparked significant feedback from readers. Of 171 responses, 166 expressed discontent and frustration with the city’s refusal to address Wafer’s questions. Many viewed the silence as dismissive and disrespectful to a community member invested in the city’s well-being. One Manhattan Beach business owner, who has been in the area for 10 years, remarked, “I sense these folks have gotten a bit too complacent.” The strong reaction underscores growing concerns about the city’s accountability and communication with residents.

Q: WHAT INSPIRED YOU TO DEVELOP THE IDEA OF A NEIGHBOR WATCH IN MANHATTAN BEACH?
A: I had learned about a program called Neighborhood Watch while at a PTA conference in 1979. At the same time, my husband who was a new member of the Manhattan Beach City Council was concerned about the significant numbers of residential burglaries occurring weekly in the city. I agreed that if the council wanted to support such a program, I would lead the effort to institute Neighborhood Watch in Manhattan Beach. I would be able to use many of the skills I had learned while a member of the Junior League.

Q: WHAT HAS BEEN THE MOST CHALLENGING PART OF RUNNING THE VITAL COMMUNITY SERVICE?
A: Challenges have changed over the forty five years. In the early years we needed to create relationships with the community and the police department. We developed an outreach program where we educated blocks of residents how to: ONE, keep home and person safe, TWO, learn how to contact police if something is of concern and THREE, get to know your neighbors to look out for one another. Next we developed a network of more than 500 blocks that were educated through weekly crime updates and ongoing gatherings where safety information was provided by our police department. Today the challenge is to reach the new homeowners with the message to join the effort. Knowing your neighbors makes you safer.

Q: WHAT ADVICE WOULD YOU OFFER TO THE FUTURE LEADERS OF NEIGHBOR WATCH IN TOWN?
A: With so many of our residents securing homes with electronic devices and able to access the crime updates on their computers directly from the city, it behooves Neighborhood Watch to continue to recommend the need for better awareness of those who live on the block so they can look out for one another. When neighbors know their neighbors, they work together to keep safe.

Q: HAS THE CURRENT POLICE CHIEF BEEN SUPPORTIVE OF YOUR WORK?
A: All of the seven chiefs over these 45 years have supported the Neighborhood Watch program. Chief Johnson is no different. As times have gone by, the support has changed, but the message is always the same. If you want to be safer, join Neighborhood Watch.

Q: WHAT CAN RESIDENTS DO TO SUPPORT THE NEIGHBORHOOD WATCH PROGRAM?
A: Find out who your block captain is and join the block program. Volunteer to be the block captain, or even a more significant role. We are all VOLUNTEERS! Email Mirna Puma at mpuma@manhattanbeach.gov to get involved.

Q: IS THE TYPE OF CRIME IN THE CITY DIFFERENT TODAY THAN WHEN YOU FIRST BEGAN?
A: Neighborhood Watch educates the public to keep their homes safe. When the program began, we were experiencing more than one hundred residential burglaries per month. Now our residential burglaries are in the single digits monthly. We still need to do a better job with securing our vehicles. We are fortunate that we have an excellent police department, and because of the years of positive relationships with our police officers, the community is safer and supports the efforts of the department.

Q: IS THE NEW DISTRICT ATTORNEY PROVIDING ANY SUPPORT TO YOUR PROGRAM?
A: So far, I see an effort to prosecute more crimes and work closer with our police department to keep repeat offenders off our streets.

** Dan Stern: Displeased. The city handled a decision with differing views in the usual way. Defer it, appoint a task force and let a $400,000 contract to study it. Kick the can down the road indefinitely and do nothing but waste money. We’ve been talking about outdoor dining for years and have done nothing. Other cities have acted, we’ve spent money with no decision, only a “vision.”

** Bob Holmes: The city has taken way too long to reach an outdoor dining decision. It is not easy, but reach a decision. If you are a restaurateur, you want more outdoor dining. If you have a downtown nail salon, beauty salon, dress shop, book store, shoe repair, or other small retail business, you want more street parking. There will be no perfect answer, but make a darn decision.

** Mark Burton: Bottom line is I am displeased with the long, drawn out process. It’s been years and I, and many other residents, have no idea where we are in the process, nor do we know when the process will end.

March 20 to March 26, 2025

Notable Events:
** On 3/20/25 at approximately 1:45 p.m., officers were dispatched to Polliwog Park regarding a robbery. The officers arrived on scene and determined the crime was a distraction theft. The victim was approached by suspects who placed jewelry on the victim and, while doing so, simultaneously removed the victim’s jewelry.

** On 3/20/25 at approximately 6:30 p.m., officers were dispatched to the 3200 block of N. Sepulveda Boulevard (Apple Store) regarding two suspects conducting fraudulent transactions at the register. Officers arrived on scene and detained the two suspects while inside the store. Officers learned through their investigation, that two other suspects were waiting outside in a vehicle. When the officers walked outside and located the rental vehicle, the other two suspects were not inside. The two detained suspects were transported to the MBPD jail and booked for multiple charges.

** On 3/21/25 at approximately 10:45 a.m., the victim and a friend were walking east on 2 Street from Sepulveda Boulevard when an SUV drove up next to them. Seven to eight juveniles, wearing ski masks and holding lacrosse sticks, began to throw rocks at the victim. This is an ongoing investigation.

** On 3/25/25 at approximately 4:00 a.m., officers were dispatched to the 200 block of Manhattan Beach Boulevard (Trendy Eyes) regarding a traffic collision. An SUV was backed into a business’s front display window, shattering the glass. Through the officer’s investigation, it was determined that a traffic collision did not occur and that three suspects used the vehicle to ram the storefront glass in an attempt to burglarize the business. The suspects were unsuccessful and fled the scene. Officers searched for the suspects in the area, but they were not located. This is an ongoing investigation.

** On 3/26/25 officers were dispatched to the 900 block of Boundary Place regarding a residential burglary that occurred at approximately 1:42 a.m. The victim discovered an e-bike and some golf clubs stolen from their closed garage. The homeowner’s cars were parked and locked in their driveway with garage door openers in both vehicles. There were no signs of forced entry on the vehicles and at the time of the report, it was undetermined how entry was made.

PRELIMINARY DIAGNOSIS – CHRONIC VEGETATIVE STATE?

In healthcare, if you have an unresponsive patient, it makes it hard to determine the diagnosis. You can perform tests and collect data, but unless you can talk to the patient and get a full history, it can remain an incomplete puzzle. The same can be said for an unresponsive city government. One can collect data and come to some preliminary conclusions, but unless you can get answers to questions, you have an incomplete picture.

About 5 weeks ago I emailed our Mayor and City Council members requesting a response regarding a position I saw posted on the city website. The position required a GED or high school diploma and some experience as a police records technician. It had a starting salary of $114,000 plus benefits! I receive one response from Joe Franklin thanking me for my comments. A week later I sent the email a second time using the individual email addresses instead of the group email address and received two more responses. Nina Tarnay’s response, “Thank you for your email. I appreciate your input and will take your concerns and the information you shared into consideration,” and a response from David Lesser that was more substantive and described some of the processes of the Human Resource Department and he asked if I would like more information. I received no response from Mayor Amy Howorth or Councilman Steve Charelian, the former financial director of Manhattan Beach.

I took up Mr. Lesser’s offer to get my questions answered and asked a series of questions under 3 areas of concern: One, Job Classification and the compensation survey, Two, Work productivity standards and measurement, and Three, Overtime controls and fulltime employee volume controls. I felt these questions were important, especially after it was revealed in the mid-year budget review that the city is $2 million over budget in salaries for the first half of the fiscal year. Mr. Lesser responded on February 24th and copied our City Manager and stated it may take some time for staff to get the answers. I followed up on March 6th with the City Manager asking for a reply by March 14th. The questions I asked were basic management questions that should easily be answered. Sadly, to date, there has been no response. Disappointing, but unfortunately not unexpected.

Q: HOW DID YOU FIRST ASSOCIATE WITH THE BAY CLUB?
A: I was the General Manager of Manhattan Country Club when we were acquired by Bay Club in 2007. I have stayed with the company since and have held a few positions on the regional and corporate side. I am now thrilled to be back overseeing Manhattan Country Club as we undergo a 15 million dollar renovation. I feel inspired by the facility we will design for future generations.

Q: WHERE WERE YOU BORN?
A: I was born in Tucson, Arizona, and am a diehard University of Arizona Wildcat! I found my home in the South Bay 21 years ago and couldn’t love this community more. The people and the energy in the South Bay are unparalleled, it’s a small town feel in a big city. Fun fact: I actually met my husband at the world famous 6-man volleyball tournament in 2007.

Q: WHAT IS YOUR ASTROLOGY SIGN?
A: I was born on October 30th just before midnight making me a Scorpio. I do find the Scorpio passion and loyalty to be accurate. I also find myself overwhelmingly surrounded by Leo, Aries, and Sagittarius signs.

Q: WHAT IS THE MOST CHALLENGING ASPECT OF RUNNING THE BAY CLUB?
A: Programming! We love our members and try to design programming for everyone. Listening to members and their asks is so important from the youngest members and staying on trend with great activities to our most loyal and tenured members, ensuring we are providing the home away from home haven is our top priority.

Q: WHO WOULD YOU RATHER HAVE DINNER WITH: ELON MUSK OR GEORGE CLOONEY?
A: George with Amal Clooney would be amazing especially if in Lake Como. That said, my celebrity dinner (or golf round) number 1 would be Charles Barkley.

Q: WHAT ARE YOU WATCHING?
A: I am always ready to talk about all things Bravo. I am also watching White Lotus and most recently the Slim Aarons Documentary, it’s inspirational as we are going through this renovation at Manhattan Country Club.

Understanding Low-Income Housing Eligibility in Manhattan Beach: There has been considerable discussion regarding low-income housing units and their beneficiaries. In Manhattan Beach, California, low-income eligibility is determined based on the area’s median income, as established by the California Department of Housing and Community Development (HCD). Income categories are typically defined as percentages of the Area Median Income (AMI) for Los Angeles County, which encompasses Manhattan Beach. For the fiscal year 2024, the U.S. Department of Housing and Urban Development (HUD) has set the median family income for the Los Angeles-Long Beach-Glendale, CA area at $98,200.00 for a family of four. Under these guidelines, a “low-income” classification applies to those earning up to $110,000 for a family of four or $77,700.00 for an individual. The City of Manhattan Beach adheres to these county-wide income limits when implementing various housing programs and policies.

Dan Stern: There are a ton of wonderful restaurants and staff in M.B. I live in the north end, so I’m a regular at Fishbar, Sloopy’s and OB’s. Downtown it’s Shade, The Kettle and Brewco with occasional safaris farther afield. May I blame the restaurants for being overweight?

Russ Lesser: Manhattan Beach residents are lucky to have many fine restaurants in the city. We visit quite a few different ones. When our kids were young and we were celebrating an event such as a birthday, anniversary, graduation, etc. we would go to Panchos. Living in the beach area near downtown, we like to walk to dinner, and our favorites are Mangiamos, The Kettle and Nicks. If we drive to dinner we like Lido, Tin Roof and Islands.

The orchestras of Manhattan Beach Middle School and Mira Costa High School struck gold at the Southern California School Band and Orchestra Association (SCSBOA) music festival. “The Chamber Orchestra and String Ensemble from MBMS, along with the Philharmonic, Sinfonietta, Symphony, and Chamber Orchestras from Mira Costa, all earned a unanimous superior rating – the highest possible honor!” MBUSD posted on social media celebrating the achievements.

Two men stole a laundry bag in Tree Section, waiting for pickup. Does anyone recognize these jerks? They were walking in the tree section, saw my Rinse laundry bag next to my gate for pickup, and instead, they stole it. The bag was gone before Rinse could get it. They’re on my Ring, contemplating whether to steal it, and then the taller guy grabs it and takes off. Since some people seem to think this is a situation where these two individuals assumed my laundry bag was a free-for-pickup, let me add that the bag is left next to a gate tucked on the far end of my driveway, not out by the sidewalk. When the taller man went for the bag, he did so in a hasty manner, like a thief does. I can assure you this was not a situation where these men thought the bag was left out and free to take.

Notable Events:
** On 3/15/25 at approximately 12:19 p.m., an officer was dispatched to the 3400 block of Sepulveda Boulevard (Sunglass Hut) regarding a theft report. The store clerk saw two pairs of sunglasses missing after two subjects left the store. They reviewed video surveillance and observed two suspects entered the store and one distracted the sales associate, while the second suspect stole a pair of Gucci sunglasses and Miu Miu sunglasses.

** On 3/16/25 at approximately 6:30 a.m., officers responded to the 1400 block of Rosecrans Avenue (Westdrift) regarding a hotel room rented fraudulently with subjects smoking marijuana inside. Officers responded and a search of the hotel revealed four loaded handguns, a mask, and fraudulent items. All four male suspects (three adults, one 16 year old juvenile) were arrested for various gun and fraud related charges.

** On 3/19/25 at approximately 2:30 p.m., MBPD SROs arrived at the Manhattan Beach Middle School after being alerted that an unloaded firearm was located by staff in a student’s backpack. The juvenile student was arrested by MBPD. The MBPD investigation is ongoing and please refer to the MBUSD for more information.

** On 3/19/25 at approximately 8:45 p.m., an MBPD officer was dispatched to the 1600 block of Voorhees Avenue regarding a residential burglary. The homeowner returned home and discovered the rear door leading to the backyard was shattered with broken glass on the ground. The victim discovered the primary bedroom was ransacked and jewelry was stolen. Surveillance video showed a white SUV in the area during the time.

MARCH BRAZEN BURGLARY SPREE:
INTRUDERS STRIKE MULTIPLE HOMES OVER 12 DAYS

A brazen string of home burglaries has rocked Manhattan Beach, leaving residents shaken and authorities scrambling for answers. In March alone, between March 1 and March 12, burglars – some masked and hooded – broke into homes by shattering glass doors, ransacking bedrooms, and making off with jewelry and valuables while homeowners were away.

The crime spree began on March 1 when three masked intruders were caught on surveillance in a backyard on 1st Street before fleeing in a green SUV. The next night, burglars struck a home on Chabela Drive, smashing doors on both floors and rummaging through bedrooms. On March 4, a homeowner on Laurel Avenue returned to a shattered back door and missing valuables. Officers responded to Marine Avenue the following day, where another resident discovered their home ransacked after leaving for work, and on 5th Street, where a homeowner arrived to find their bedroom barricaded from the inside, and a ladder was found propped against the second-floor balcony. On March 6, on Highview Avenue, a bedroom was ransacked and a door propped open.

The most recent in the local crime summary report was on March 12 on Dianthus Street, “The victim called the police and stated that a male was in her backyard attempting to open the back window, and her husband went outside and chased after the suspect. … a second suspect was waiting in a white SUV hatchback,” and they sped off toward Sepulveda Boulevard. Manhattan Beach police are urging residents to remain vigilant as the investigation intensifies.

Q: CAN YOU TELL US THREE FACTORS THAT MAKE YOUR PERFECT DAY?
A: Without a doubt, I’d start with a long swim in the ocean – bonus points if I get to swim with dolphins! I can’t wait for the weather to warm up so I can get back to my sunny morning swims. After my swim, I’d head to Good Stuff for breakfast. This has been a cherished tradition since childhood, and nothing beats starting the day with a meal at my favorite spot. To top it off, I’d spend the evening having dinner with close friends in an outdoor setting with live music, soaking in the beauty of a classic South Bay sunset.

Q: CAN YOU TELL US YOUR PREFERRED WORK SCHEDULE?
A: In a perfect world, I’d add an extra day to the week where working was illegal – anyone who works weekends knows what I mean! But realistically, since I work heavily on weekends, I make a point to take Tuesdays off. It actually works out great because most people are at work, meaning I can run errands quickly and find parking at the beach with no stress.

Q: WOULD YOU RATHER MAKE MONEY FROM YOUR WORK OR BY WINNING THE LOTTERY?
A: If you had asked me this when I first started my career, I would have said from my work. Now that I’m established, I wouldn’t mind a lottery win – I already know exactly how I’d use it to grow my business!

Mark Burton and I have been friends for almost 60 years. I would venture to guess that I know him better than just about anyone else in this city. Through highs and lows we have always had the bond of friendship. With that being said, I have to say that we do not always agree on everything, but we enjoy the debate and respect each other’s opinion. The one thing I can say without any hesitation is that Mark’s motives were always for what he believed was best for the city. A few people in this town have denigrated Mark for his opinions, but they do not really know how much he researched before reaching a rationale for his conclusion. For several years now, even after losing elections, Mark has brought up many important questions in posts and spent a lot of time privately with citizens and tried to help them with whatever issue they raised. Whether or not you agree with Mark on specific issues, you must admire the fact that he invested so much time and energy trying to preserve the charm of this town we all love. Mark signing off from public discourse is a great loss for our town.

Is local governance in MB really non-partisan?? Four times in the past year, I’ve had a wake-up call … remember the “State of the City” event last year at the Shade Hotel hosted by our Chamber? I submitted a question about police morale with Gascon as DA. It was on the same card my friend asked about the schools. His was asked and mine was cancelled. During the Chamber debate for City Council last Fall, I submitted another question: “Would you bring ‘DEI’ into the city??” Strike two – cancelled again by the Chamber. The next CC debate was hosted by the League of [Woke] Women Voters. I asked the same ‘DEI’ question. Once again, cancelled. My question for me was critical … what’s the worldview of the candidates. DEI is discriminatory, unfair, and un-American. Yet, I as a voter, don’t get to know in MB politics. Finally, in late February, the LWVer’s sent out an email supporting The People’s Union [Look them up!] and their boycott of Amazon, Walmart and Best Buy – all who’ve dropped ‘DEI’. MB politics is non-partisan … I say BULL-PUCKY. How ‘bout you ???

A: Having worked as a social worker, Gang Intervention & as both a Juvenile & Deputy Probation Officer, I noticed for years an eye opening need for in-home therapy/counseling, tutoring & drug testing services. I watched traditional therapy & counseling services take far too long to provide the growth and results families were in need of. In my 20+ year career there was an obvious need to take a newer more efficient approach to an old outdated system. & For the last 6 years or so we have successfully done so. I’ve witnessed many teens see a therapist or psychiatrist once a week only to return home to the same daily patterns and triggers with little to no change. When we have an opportunity for early intention we can quickly steer things in the right direction often times avoiding the heartbreak of having to send our loved ones away to therapeutic boarding schools, wilderness camps or residential treatment facilities, in turn saving families time, stress & not to mention hundreds of thousands of dollars.

Q: HOW DOES YOUR PROGRAM WORK?
A: A proper risk/needs assessment as well as tracking behavioral patterns. And most of all building genuine lasting rapport with our families. We make sure to meet everyone in the home where they are at and gently build from there. Although most household challenges are unique we often provide counseling and or therapy, tutoring, drug testing, and health and fitness programs. Helping parents create a unique structured accountability system that provides both consistent follow through of positive reinforcements as well as consequences and most importantly seeing it all the way through with them, from start to finish, until they no longer need us anymore. Consistency & accountability is key.

Q: WHAT ARE THE COSTS INVOLVED?
A: Depending on what exactly the family needs anywhere from about $600 to $2,000 per month. A percentage of all proceeds fund our non-profit program, yourjourneyhome.org helping at-risk families in the southbay that otherwise couldn’t afford private services. I was once one of those kiddos hence my passion to help get families back on track.

WHY I LOVE MANHATTAN BEACH

As a resident of Manhattan Beach for the past 27 years, I have cherished every moment spent in our beautiful town. In 2019, my connections here were limited, and I knew just 2 or 3 families out of 20 in our courtyard. It wasn’t until December of that year when I attended a “Map Your Neighborhood” (MYN) meeting, that I truly realized the importance of having a supportive network. This disaster preparedness program encouraged us to create a neighborhood contact list to foster communication, especially in times of need. Little did we know that shortly afterward, the world would change with the onset of COVID-19 in 2020. Stay-at-home orders and curfews set in, and many of us found ourselves isolated. Fortunately, one neighbor remembered the emergency contact list we had created and proposed a wonderful idea: let’s connect! Thus began our weekly tradition of gathering for a socially distanced happy hour. Since March 2020, 5 to 15 of us have gathered weekly and from a difficult global situation arose a genuine sense of community that has truly enriched my experience as a resident in Manhattan Beach.

The reporting party left his residence and when he returned home, he discovered his bedroom ransacked. No property appears to have been stolen at this time. There was no forced entry to the residence and a door was found propped open, which according to the reporting party is normal.

** On 3/8/25, at approximately 2:16 p.m., an officer was dispatched to the 400 block of Manhattan Beach Boulevard regarding a commercial burglary report. The reporting party stated on 3/7/25 an employee left and believed they locked the doors to the business. The next morning, when another employee arrived to work, they discovered computers, electronics, a camera, and clothing stolen.

** On 3/12/25, at approximately 7:29 p.m., officers were dispatched to the 200 block of Dianthus Street regarding a burglary in progress. The victim called the police and stated that a male was in her backyard attempting to open the back window, and her husband went outside and chased after the suspect. The suspect ran from the backyard through a side gate to the front of the residence, where a second suspect was waiting in a white SUV hatchback. The first suspect entered the vehicle, and the second suspect drove east toward Sepulveda Boulevard. Officers checked the area, and no suspects were located. During the officer’s investigation, it was determined that the suspect shattered a second-story window but did not enter the residence.

Manhattan Beach police arrested a reckless driver yesterday after a dramatic pursuit that ended on a rooftop. The chaos began near Rosecrans Avenue and Sepulveda when a Traffic Officer attempted to stop the suspect, who sped off. The chase ended swiftly when the driver crashed into a traffic signal at Sepulveda and 18th Street Fleeing on foot, he tried hiding atop a shopping center – only to be spotted by an alert MBPD Drone. Cornered, the suspect surrendered and was taken into custody. Thanks to quick-thinking citizens and cutting-edge technology, justice landed safely.
