MB WEEKLY – COMMENTARY:

As part of my ongoing reporting on the excessive compensation levels paid to staff of Manhattan Beach, I list the following compensation levels in Manhattan Beach from 2023:

The State data from 2023 (the latest available) has the best breakdown of the compensation elements for city employees. In 2023, about 10% of all employees had compensation of over $300,000 per year, ranging from a high of $445,984 down to $303,605. A full 69% of the compensation was for salaries (48%) ($5,716,099) and overtime (21%) ($2,411,467), and another 11% went to a lump sum, deferred compensation, and “other pay.” The pension contribution was about 12% of the total, and the health, vision, and dental contributions, averaging about $24,000 per employee, were about 8%.

Downtown MB Water Looks Discolored – But It’s Still Safe:

“Some customers in the downtown area may experience discolored water due to ongoing construction work at Lot 3. The construction team is using large amounts of water to control dust, which is stirring up natural minerals in our pipes. If your water looks brown or cloudy:

  1. Avoid doing laundry
  2. Run cold water for 5-10 minutes
  3. Try again after an hour if needed

The water remains safe to drink. We’ve already reduced water flow at the construction site to help minimize this issue.” The city issued this notice on April 22.

Q: HOW DID DIVE N’ SURF START?
A: Identical twin brothers Bill and Bob Meistrell graduated from El Segundo High School in the late 1940s. They went to work as lifeguards and when they got cold in the water they decided to do something about it. They read an article from a professor who proposed using neoprene to help stay warm in the water which no one had tried. They purchased some neoprene and started making wetsuits. A couple of friends had started a shop called Dive N’ Surf in Redondo Beach and the brothers bought into it, and then eventually bought their partners out. While there have been arguments about who made the first ones it has been proven that the Meistrells made the first commercially viable wetsuits. However back then you had to go to Dive N’ Surf and get measured up as most of the suits were custom made.

Q: HOW DID YOU FIRST BECOME INVOLVED WITH DIVE N’ SURF?
A: In 1962 I was at Cal State Long Beach studying to be a CPA. I met the Meistrells one day to get an outboard motor repaired. We became friends, my brother and l took dive lessons and the Meistrells told me that when I graduated and became a CPA they would give me their accounting work. I graduated, joined the army and then became a CPA. I started doing their accounting work in 1966. One day we sat around talking about how to grow the business. The two options were 1) build a chain of Dive shops or 2) start selling wetsuits on a wholesale basis. We chose #2, purchased a little factory, some sewing machines, and started selling wetsuits to the local surf shops. We would silkscreen the name of the shop on the wetsuit. However we needed to develop our own brand and so as Bill Meistrell said, “my wetsuits fit like a glove” we started the brand Body Glove. The company grew rapidly and in 1990 I was offered the job as president of Dive N’ Surf and Body Glove. We had started licensing the name Body Glove for other products such as apparel, snorkeling gear, body boards, etc. and now Body Glove is worldwide, has sales of close to a billion dollars annually, and employs thousands of people because two guys got cold in the water.

Q: WHAT “SECRET SAUCE” EXPLAINS THE LONG-TIME SUCCESS OF DIVE N’ SURF?
A: There are many things. Bill and Bob were very customer oriented. They would do anything to make a customer happy. For example, years ago when they were selling boats, Bob sold a boat to a customer and said if he didn’t like it after 90 days he could bring it back and get his money back. He brought it back and it was pretty beat up and said he wanted his money back. Bob said, OK, that was the deal. The man laughed and said, “just kidding, I actually want to buy another boat, just checking to see if you would keep your word and you did.” He became a lifetime customer and this is one of many examples. Our entire staff is trained to carry on Bill and Bob’s philosophy. We also carry a large inventory of high quality products for surfing, diving and going to the beach, and we are very active supporting many community organizations.

Q: IF A YOUNG PERSON WANTS TO WORK THERE, WHAT SHOULD THEY DO?
A: We hire people of all ages including young people and in their case often it is their first job. Many of them are in school and we schedule their hours around their school schedule. We instill in them a solid work ethic and the importance of high quality customer service. We teach them skills that no matter what they do later in their life these skills will help them be successful. Right now we are fully staffed but if someone is interested come to the store and fill out an application. If you are interested in working in the scuba field you need to be scuba certified. We start scuba classes each week.

Q: HOW CAN PEOPLE LEARN MORE ABOUT THE STORE AND ITS SPECIAL HISTORY?
A: There is a book titled “Fits like a glove, the Bill and Bob Meistrell story” that is on Amazon but almost all sold out. It is also available at Dive N’ Surf, or if you come to the store a staff member can give you a tour of the store and its history.

Q: WHAT IS THE MOST CHALLENGING ASPECT OF RUNNING DIVE N’ SURF IN A POST-COVID WORLD?
A: It is challenging because of all the purchases people can make by going online. Luckily the South Bay is loyal and shopping local has stayed strong. Also we teach a lot of scuba classes and you can’t learn to dive online. We have a large customer base that likes to actually try a wetsuit or type of apparel on in person. So far our sales have stayed steady after COVID. I believe this is due to our customer oriented staff, our marketing, quality inventory and good store management. The Dive N’ Surf and Body Glove story is a classic example of how our economic system of capitalism is supposed to work. Two guys get cold in the water and provide a product people need, give great customer service and seventy years later the company is worldwide and employs thousands of people.

My mind is blown by the idea that ANYONE would support Hamas. 23% is high, and the fact that people are empathetic to these terrorists is a clear indicator that we’ve failed as a society on so many levels. The atrocities committed by Hamas on October 7th seem to have been forgotten and/or denied by these uneducated or poorly informed folks in the same way that the Holocaust is being denied and minimized in our educational system. At Coachella this past week Green Day and another Irish band decided to post on their screen, “Free Palestine and Israel Sucks.” The victims of the Nova festival are being blamed for being there. Wondering what would happen if a gang would openly murder, dismember, rape, mutilate, and all the other horrific things which Hamas did at Nova would happen at Coachella. Would we be having a different conversation?? Or is it just that it’s happening to Jews that makes it tolerable? Please help me understand!

Coast Music Launches Private School For Budding Young Musicians:

Manhattan Beach’s Beth Rohde, owner of Coast Music, is striking a new chord in education with the launch of Coast Music Conservatory – a full-time private school for grades 6 through 12 that blends accredited academics with daily in-person music training. By-The-Wind Sailors Invade Manhattan Beach – Beautiful, Bizarre, And Slightly Stinging:

Visitors to Manhattan Beach have spotted striking blue sea creatures washing ashore – meet Velella velella, or “by-the-wind sailors.” Though jellyfish-like in appearance, they’re a different species entirely. Driven by wind and ocean currents, their translucent sails glide them across the water’s surface. Marine experts caution: while beautiful, they can still sting – don’t touch it.

Bread Head Rising – Sandwich Shop Heads To Manhattan Beach:

Bread Head, Santa Monica’s popular sandwich shop, brings its crave-worthy creations to Manhattan Beach. Slated to open in May 2025, the new outpost marks a significant expansion for the brand that began as a pop-up in 2024. Founded by Trois Mec veterans Alex Williams and Jordan Snyder, Bread Head is famous for its signature bread – a glorious hybrid between focaccia and ciabatta. The venture, part of the Bread Head Restaurant Group alongside Michael Pasternak and Venice Brands founder Greg Willsey, promises to deliver its cult-favorite sandwiches – and a lot of buzz – to the South Bay.

MBMS Principal Luke Olesiuk Announces Departure At End Of School Year:

“I would like to share that Mr. Olesiuk, Principal of Manhattan Beach Middle School, has announced that he will be resigning at the end of the 2024-2025 school year, with his last day being June 30, 2025,” Dr. John Bowes, MBUSD Superintendent, announced in the April 25 newsletter. “We thank Mr. Olesiuk for his three years of service to MBMS and appreciate his continued commitment and support as we finish out the school year. Throughout his time at MBMS, Mr. Olesiuk has worked closely with staff to support the development of strong student programs, advance academic achievement, and improve/prioritize the well-being of all students. We are grateful for his dedication and wish him the best as he pursues new opportunities in the field of education. MBPD Battles Crime With Drones And Determination:

The Manhattan Beach Police Department deployed high-tech tools and old-fashioned footwork in a busy mid-April week of crime fighting. On April 15, a drone was launched after a burglar entered an unlocked sliding door at 1300 Park View while the resident slept. The startled victim yelled, causing the intruder to flee. Despite the aerial search, the suspect was not found. That same day, officers responded to a theft on the 2700 block of Sepulveda Boulevard. The suspect was located near Rosecrans and Redondo but fled on foot. Following a quarter-mile chase, MBPD arrested the suspect without incident in El Segundo. Just two days earlier, on April 13, MBPD intercepted a stolen vehicle entering the city at 4:52 p.m. A high-risk traffic stop on the 300 block of Rosecrans led to another arrest.

Manhattan Beach Buys Key Downtown Site To Shape Future On Its Terms:

In a strategic $13 million move, the City of Manhattan Beach has purchased the former U.S. Bank property at 400 Manhattan Beach Boulevard – right in the heart of downtown next to Von’s. The sale, approved by the City Council on April 1 and closed on April 15, gives the city complete control over the 16,570-square-foot site across three parcels. “We are not just purchasing land; we are investing in the future of Manhattan Beach, creating a public benefit and opportunities that will serve our community for generations to come,” said Mayor Amy Thomas Howorth.

April 17 to April 23, 2025

Notable Events:
** On 4/17/25 at approximately 3:49 a.m., officers were dispatched to the 200 block of Manhattan Beach Boulevard regarding a commercial burglary. The suspect vehicle (unreported stolen vehicle out of another city) backed into the business to make entry. Four masked subjects exited the store with a safe and baskets containing merchandise. The suspects ran across the street where a white, SUV was waiting. The suspects fled eastbound on Manhattan Beach Blvd.

** On 4/20/25 at approximately 8:21 p.m., officers were dispatched to the 1100 block of Manhattan Avenue in response to reports of two individuals seen spray painting the wall of Spyder Surf. Officers searched the area and found two subjects matching the description in the 500 block of Manhattan Avenue. Both subjects had spray paint on their hands and were carrying spray cans. A field identification conducted with the witnesses was positive. The two juvenile subjects were arrested for felony vandalism and for possessing spray cans, which is prohibited for individuals under 18 years old. Officers discovered more vandalism to a residence in the 700 block of Manhattan Avenue and to a construction site in the 500 block of Manhattan Avenue.

** On 4/20/25 at approximately 8:30 p.m., a neighboring police department was dispatched to the 100 block of Valley Drive regarding an assault with a deadly weapon. It was later determined that a suspect tried to rob the victim of their skateboard using a knife. Two suspects fled the scene, one of whom was captured immediately, while the other led officers on a foot pursuit. The suspect jumped over residential fences and hid. A perimeter was established, and outside agency assistance was requested. An MBPD officer responded and deployed the drone. The officer located the suspect hiding in the backyard foliage and led the arrest team to the suspect, where they were taken into custody without incident.

** On 04/21/25 at approximately 3:22 p.m., officers responded to an assault with a deadly weapon call in the 200 block of North Poinsettia Ave. An elderly male was reportedly shot with a BB gun by a juvenile suspect. Officers arrived on scene and checked the area. A male juvenile was detained in the 900 block of Bayview Ave. The juvenile was positively identified by the victim and subsequently arrested. The victim sustained minor injuries and refused medical treatment.


MBMS Yearbook Receives National Honor For Second Consecutive Year:

MBMS Yearbook students and staff received the National Yearbook Program of Excellence Award from Jostens, producer of yearbooks and student-created content, for the second year in a row. “This honor recognizes engaging yearbooks that reflect a broad representation of the student body while helping students to develop 21st century skills such as communication, collaboration, and information and communication technologies (ICT) literacy,” according to the Superintendent’s newsletter.

Baby boomers bought more homes than millennials did last year: We’re definitely seeing this trend in the higher-priced areas of Los Angeles and the South Bay. Millennials who are buying tend to fall into one of three categories: 1) those with early career success and the means to secure a down payment, 2) those experiencing or benefiting from an early wealth transfer from parents, or 3) conservative, avid savers who purchase in lower-priced areas and smaller homes or condos to enter the market. Many are indeed being priced out, but attitudes about buying a permanent home aren’t as important to millennials as they were to baby boomers. Boomers were raised to view homeownership as the American Dream; millennials don’t share that belief, favoring mobility, telecommuting, and freedom from large investments. Over the next 20 years, as the largest wealth transfer begins, I have read $84 Trillion dollars will be moving down a generation or two, and millennials will shape the economy through their spending and saving habits. April 30, 2025, is the 50th anniversary of the end of the Vietnam War. No one can ever forget the iconic photo of the last U.S. helicopter leaving the roof of the U.S. Embassy in Saigon as South Vietnam fell to the Communist government of North Vietnam. Over 58,000 American servicemen and servicewomen lost their lives in this divisive war and nearly 1,600 additionally remain listed as Missing In Action. Our armed forces performed their duties superlatively, but were limited by unrealistic and unfair rules of engagement that benefited the enemy. This cost significant, unnecessary loss of American lives. Politically driven decisions prevented us from taking out anti-aircraft sites. As a result, hundreds of pilots and air crews were killed. Political decisions by President Lyndon Johnson and Defense Secretary Robert McNamara allowed the enemy to have protected sanctuaries in Laos, Cambodia, and the DMZ from which they launched their lethal attacks. After the war, brilliant North Vietnamese General Giap said he was dumbfounded that after the 1968 Communist surprise Tet Offensive, we did not follow through on our victories from the Mekong Delta in the south to the DMZ in the north, and finish the war when we could have. U.S. forces were prevented from delivering the finishing blows because of political decisions from Washington, not the battlefields. Speaking of Vietnam Veterans in 1981: President Ronald Reagan said, “They came home without a victory, not because they were defeated, but because they were not allowed to win.” Ours was a just cause and we performed it with honor. Bob Holmes was commissioned an Army 2nd Lieutenant out of the UCLA ROTC program. Following two years of stateside duty and Jungle School in Panama, he served a one year tour in Vietnam completing his service as a Captain with the 1st Brigade 5th Infantry Division (Mech) bordering the DMZ and Laos.

Manhattan Beach Hit By Second “Distraction Theft” Jewelry Heist:

In a strange twist of sparkle and crime, Manhattan Beach police are investigating a second unusual robbery involving fake jewelry swaps. The latest “distraction theft” occurred on March 20 around 1:45 p.m. near Polliwog Park, according to the city’s crime report released last Friday. Authorities say the unidentified victim was surrounded by multiple suspects who brazenly placed phony jewelry on them – a sleight-of-hand trick – while stealthily removing the victim’s valuables before fleeing the scene. Though details remain sparse, police note striking similarities to an earlier February incident, in which a man approached a woman asking for directions and then relieved of her jewelry during the confusion. Investigators urge residents to stay vigilant and report suspicious interactions involving unsolicited contact or seemingly generous strangers offering “gifts.”

In my opinion, the Eaton and Palisades fires created an unprecedented need for housing in all areas within a 25-50 mile radius of those areas, which includes our South Bay. Research done on the impact of other fires (think Paradise Fire, etc.) has corroborated a large percentage rise in home pricing in neighboring communities as a result of the fire, so it comes as no surprise that it happened here. The good schools, affluent homeowners, and small town vibe of the Palisades is very similar to Manhattan Beach so it was a natural first choice for those who could afford it and had resources with which to buy (It happened in Hermosa too). The Eaton fire also brought families here for some of the same reasons. Commute to jobs is also a factor. Our area has always been a welcoming community with beach lifestyle that people want to be a part of (and likely visited before their homes burnt down). I also think the historically low inventory here for the last few years contributed to a panic mentality with local buyers in January, as they began to feel the competition for local housing and thought it prudent to buy sooner than later (at any cost) in case low inventory and increased demand followed. Meter Madness – Manhattan Beach To Hike Parking Fees And Citations Starting May 1:

Manhattan Beach drivers, prepare to feed the meter a bit more beginning May 1. The city will roll out new parking rates and stiffer penalties for violators, and a recommendation to increase more frequently in smaller increments. In a unanimous vote this week, the City Council approved increasing parking meter fees, which haven’t been raised in about 4 years, by up to $1 per hour. Monthly Metlox parking permits, set in 2010 to lure people with lower prices, will rise from $27 to $65, while six-month permits will go from $160 to $250. Lot 3 update on the emergency demolition: Two bids were received March 19 and the contract was given to the lowest bidder Carbon Activated Corporation on April 8. The bid of $1,160,755 is to come from the Parking Fund. Work has started and set to complete around June 6.

Notable Events:
** On 04/13/25 at approximately 4:52 p.m., officers were alerted to a stolen vehicle entering the city. Officers quickly located the vehicle and conducted a high risk stop in the 300 block of Rosecrans Avenue. The suspect was arrested and transported to the MBPD jail.

** On 4/15/25 at approximately 2:00 p.m., officers responded to a reported theft in the 2700 block of Sepulveda Boulevard. An officer located the suspect near Rosecrans Avenue and Redondo Avenue and attempted to detain him. The suspect refused to comply with the officer’s lawful commands and fled on foot, leading the officer on a quarter-mile foot pursuit into the city of El Segundo The suspect was ultimately arrested without further incident.

** On 04/15/25 at approximately 8:10 p.m., officers were dispatched to 1300 Park View regarding an attempted burglary that just occurred at a ground floor apartment. Approximately 3-10 minutes earlier a resident at that location was awoken by a subject opening his sliding glass door which was unlocked. The resident yelled at the suspect, causing the suspect(s) to flee the scene. Officers checked the area and drone was deployed, however the suspect(s) was unable to be located.

Greg Browning, the acclaimed surfer and filmmaker behind the iconic “Drive Thru” movie series, passed away last week at the age of 50 due to complications from ALS. Known for capturing the spirit of surf culture, Browning traveled the world with top surfers, inspiring a generation. In 2024, he was honored as a “cultural legend” with an induction into the Hermosa Beach Surfers Walk of Fame. After a successful surf career, Greg transitioned to filmmaking, earning him award-winning acclaim. MANHATTAN BEACH BY THE NUMBERS:

All of the data presented here is from the adopted budget archives available on the city website. I wanted to understand the city personnel budgets from a historical perspective. I have lived here over 35 years but never really had the time or inclination to research this until the last year. Recently I looked at 3 budgets over a 20-year span. Not only has the size of the compensation budget doubled, so has the number of pages of the entire budget from around 200 to over 400.


Population:

Figures vary slightly, depending on the source of your information, but the population of Manhattan Beach has remained virtually the same over the last 20 years.


City Employee Positions:

In the 10-year period between 2005 and 2015, the number of employees increased by 16 for a 6% growth rate. In the subsequent 10-year period the number of employees increased by 67 or 24%. Over a 20-year period, the number of city employees increased by 31% with no increase in city population.


Employee Compensation:


Fire Department:

With the increase in the number of personnel, there is a corresponding reduction in the amount of overtime within the Fire Department. *Budgeted amount


Police Department:

Police Overtime. According to this year’s budget, overtime has increased 329% to over $6 million in the last 10 years even with the addition of 21 staff members. *Budgeted amount

I’ve told my husband it makes me deeply uncomfortable, and all I get is a shrug and a “She’s my mom.” That doesn’t make it less weird. I feel like a third wheel in my marriage, hiding with a book in another room while they giggle over shared stories and rewatch old sitcoms. Am I the only one who thinks grown men kissing their mothers on the lips is a little too intimate? I’m starting to think the real problem isn’t the kiss – I feel like the guest in my house. Something has to give… and it might just be my sanity.

Former Mayor Mark Burton Urges Council – Slam The Brakes On Sepulveda High-Rises!:

At [ a recent ] council meeting, former Manhattan Beach Mayor Mark Burton issued an impassioned plea for city leaders to halt a proposed high-rise apartment complex at 2301 N. Sepulveda Boulevard. Standing firmly against the controversial development, Burton cited municipal authority and state law, which allow cities to deny such projects if they pose specific, unmitigable threats to public health, safety, or the environment. The catch? The municipality must base that denial on “objective, identifiable written” standards – which, Burton warned, Manhattan Beach currently lacks. His solution: Ask the State’s Department of Housing and Community Development (HCD) for technical guidance on what public safety policies can support the denial of the high-rise. Community concerns continue to mount as residents oppose high-rise construction in low-profile, residential neighborhoods.


Former MB Planning Commissioner Speaks Out On The Housing Law Maze:

In a candid and eye-opening commentary, former Manhattan Beach Planning Commissioner Stewart Fournier has put forth his strong opinion on California’s complex housing mandates. Drawing from his firsthand experience, Fournier aims to cut through decades of misinformation and political blame-shifting. I’ve wished for decades that MB residents would pay attention to their city. After all it’s their money and their future that hang in the balance. I understand that most people have careers, spouses, children and other interests. However the lack of attention results in millions of dollars wasted and huge apartment complexes that will forever change the character of our town. To cite one example, Paul Wafer published a survey of MB compensation in this weekly. No other media picked it up. He revealed that in 2023 more than a dozen employees were compensated over $400,000, several dozen, more than $300,000. Shortly after the Wafer article the city asked for a sales tax increase, it needs more money. The increase passed and I’m convinced it’s because the residents don’t know about employee compensation. Other people’s money is easy to spend.

Always keep your front and back doors closed and locked. This scary incident happened last night at approximately 8:30 pm in the Hill section of MB. Police chased a suspect who jumped a high fence and ran into someone’s backyard. The backyard door to the house was open and unlocked. Due to the police lights and commotion, the house owner secured the door within a minute of the suspect preparing to enter the home.

Notable Events:
** On 04/7/25 at approximately 10:44 a.m., officers were dispatched to the 200 block of Manhattan Beach Boulevard regarding a suspect stealing clothes from a boutique. Officers located the suspect, who was arrested and booked at the MBPD jail, where she was cited and released. Shortly after being released, the suspect returned to the downtown area and committed two more thefts. Officers attempted to locate the suspect but were unsuccessful. At approximately 10:52 p.m., officers were dispatched to the 3600 block of Highland Avenue regarding a suspect who had committed a battery. Officers recognized the suspect from their previous thefts and they were arrested and held in custody until their court appearance.

** On 4/7/25 at approximately 3:00 p.m., officers were dispatched to the 600 block of 19 Street regarding a stolen vehicle report. The victim parked and locked their 2022 Jeep Rubicon on 4/7/25 at approximately 5:00 p.m., in front of their house. On 4/8/25 at approximately 3:00 p.m., they returned to their vehicle and discovered it was stolen. There is no suspect information at this time.
