SOUTH BAY VOTES “YES” TO TOUGHER CRIME LAWS – PROP 36 TRIUMPHS, HOCHMAN OUSTS GASCÓN:

In a decisive victory for law-and-order advocates, South Bay voters helped pass Prop 36, California’s latest tough-on-crime amendment, overturning Prop 47 from 2014. The measure, which received overwhelming support, reclassifies thefts under $950 and drug offenses as felonies, reversing the softer stance of Prop 47 that reduced these crimes to misdemeanors. This shift marks a public pushback against lenient crime policies in Los Angeles. Q: WHERE WERE YOU BORN?
A: I was born in New Haven, CT, where my father was a professor at Yale. We lived on campus until I was 5. You could say I had a very early Ivy League education!

Q: HOW AND WHEN DID YOU FIND YOUR WAY TO MANHATTAN BEACH?
A: My husband and I moved our family here in 2021 from Windsor Village in Los Angeles. After 20 years of hearing our friends and business partners, the Sabas, rave about Manhattan Beach, we figured it was time to see if it lived up to the hype. Spoiler alert: it does! Plus, after the pandemic, we wanted our kids to experience the joy of walking to school and living close to their friends, which they couldn’t do before.

Q: WHAT MOTIVATED YOU TO GET ACTIVE IN THE SCHOOLS IN TOWN?
A: I’ve always supported the schools my kids attend, and John F. Kennedy’s words, “[o]ne person can make a difference, and everyone should try,” have always inspired me. After moving here, I was surprised to learn how inadequate state funding is for our schools. That’s why I’m so passionate about getting involved – helping to make things better not just for my own kids, but for all students in the district. Efforts like Measure RLS are especially important because they allow us to improve our school facilities and provide safe, modern learning environments, all without raising taxes. I am so grateful to live in a community that collectively values education and makes smart investments to ensure our bright future.

Q: IN YOUR OPINION, WHAT IS THE BIGGEST CHALLENGE FACING THE MANHATTAN BEACH SCHOOLS IN THE NEXT FIVE YEARS?
A: Being one of the least funded school districts in the state will continue to cause funding problems for us. Thankfully, we have MBEF, which granted $7.4 million to our district last year towards education. I don’t think people realize how much our schools rely on the Ed Foundation. The state funding formula isn’t going to change. The expectation for communities to raise private dollars locally is now embedded in the system. So, the biggest challenge will be keeping the community as supportive and generous toward the schools as it has been for the past 40 years. But knowing how caring and involved this community is, I have no doubts we’ll rise to the occasion!

Q: WHAT’S YOUR FAVORITE MOVIE OF ALL TIME?
A: “Good Will Hunting.” And yes, I still have the biggest crush on Matt Damon – unapologetically.

Q: WHAT’S YOUR ASTROLOGY SIGN?
A: I’m a Virgo – detail-oriented and always ready with a plan (or two).

Q: WHO WOULD YOU RATHER HAVE DINNER WITH, GEORGE CLOONEY OR ELON MUSK?
A: Tough choice! Dinner with Clooney would be a delightful evening, no doubt. But ever since Elon Musk took on his Lex Luthor persona, I feel like I’d have to sit him down and talk him into using his billions for good … or at least more electric cars.

Manhattan Beach Officers Bring Clean Water And Hope To Africa:

In a heartwarming mission of goodwill, two Manhattan Beach police officers, Joe Udeoji and his colleague Steve Kitsios, are embarking on a transformative trip to Africa. Joe, a native of Nsude, Nigeria, and his friend will deliver essential food supplies and tackle a more significant challenge – clean water access. Their journey will provide 20 kg of rice to 100 villagers and install a vital water well for the community. Downtown Manhattan Beach Farmers Market Temporarily Relocates To Civic Center:

In response to the demolition activities of Parking Lot 3, the Manhattan Beach City Council has approved a temporary relocation of the Downtown Manhattan Beach Farmers Market. “Due to the demolition of Parking Lot 3, beginning Tuesday, 10/29 the Farmers Market will temporarily relocate to Civic Center Parking Lot and Plaza, between the Police/Fire Facility and City Hall. This location is just north of the current market location on 13th Street, and has a beautiful, shaded seating area! All of the current vendors will be coming with us, but their size and setups may have changed, so take your time and meander around – maybe you’ll even find something new! The first day may have a few bumps, but we thank you for patience during this slight transition.” Safety and accessibility remain top priorities during the transition. Rebound In Academic Excellence – MBUSD Scores Climb In Latest State Tests:

According to new state assessment results, Manhattan Beach Unified School District (MBUSD) students are showing signs of academic recovery after pandemic-era learning losses. The California Assessment of Student Performance and Progress (CAASPP) results reveal a 1.64% rise in English Language Arts (ELA) scores and a 2.08% boost in math scores compared to last year. This positive shift means 81.16% of MBUSD students now meet or exceed ELA standards, with 75.07% doing the same in math. Results Summary: ELA growth overall, and especially in Grades 7 and 11; Math growth overall, and especially in Grades 5, 6, and 8; ELA and Math Grades 3-5 Cohort Performance; Math Grades 6-8 Cohort Performance; Science Grade 5 Performance.

I love and appreciate the MB Police Department, but my response to Sergeant Andy Abreu’s MB Weekly column is confusing and frustrating. His piece, which attempts to justify Manhattan Beach police officers working only three days a week, reads more like a wellness blog promoting work-life balance than a serious discussion about public safety. Yes, balance is essential – but last I checked, the primary mission of the Police Department is to protect and serve the residents of Manhattan Beach, a community for which officers are well compensated. In an age when brazen crime is on the rise, the priority should be the safety of the citizens, not officers’ extra downtime or quality family dinners. As a taxpayer, I find it troubling that wellness rhetoric seems to be taking precedence over the fundamental duty to keep our streets secure. Public safety is a full-time commitment, not a part-time pursuit focusing on wellness perks.

Stepping Up For Friendship – Skechers Pier To Pier Walk Powers Special Needs Programs:

Skechers CEO Michael Greenberg and Rabbi Yossi Mintz kicked off the 16th Annual Skechers Pier to Pier Friendship Walk with a powerful message of inclusion and community support on Sunday. Notable Events:
** On 10/24/24 at approximately 10:00 p.m., an officer observed a Toyota Prius unsafely towing a Dodge van. The officer conducted a traffic stop and discovered both drivers of the Prius and the van were unlicensed. The officer continued his investigation and found a loaded/concealed 9mm rifle in the van. Both of the drivers were also convicted felons and were subsequently arrested.

** On 10/25/24 at approximately 7:20 p.m. a residential burglary occurred in the 2600 block of Poinsettia Avenue. The homeowner was viewing their video surveillance and saw two suspects on their property. Officers responded to the scene and determined a burglary had occurred. While officers were at this address another homeowner from the 2600 block of Pine Avenue called to report two suspects were in their backyard. The suspects were last seen running south towards Marine Avenue. Officers checked the area and did not locate the suspects.

** On 10/26/24 at approximately 12:38 a.m. an officer conducted a traffic stop in the area of 45th Street and Highland Avenue for several vehicle code violations. The driver of the vehicle was on parole and during a search of the vehicle, drugs and a firearm were discovered. The driver was subsequently arrested.

** On 10/27/24 at approximately 12:28 a.m. a residential burglary occurred in the 700 block of 25th Street. The victims returned home and discovered the glass to the rear sliding door was shattered. The suspect(s) stole money and jewelry.

** On 10/29/24 at approximately 1:00 a.m., officers were dispatched to a burglary in progress at Bevmo. A security guard observed several suspects behind the loading dock near a vehicle. The suspects saw the security guard and drove away quickly. When officers arrived on scene they discovered the rear door to Mothers Market was open and several items from Mothers Market were on a pallet. The suspects were unsuccessful in loading the items into the vehicle. Officers found the vehicle abandoned a short distance away and it was a reported stolen vehicle. The suspects were not located.

Manhattan Beach Attorney Disbarred Over Misuse Of Funds To Feed Gambling Habit:

The State Bar of California announced yesterday that the California Supreme Court has concurred with its recommendations and ordered the disbarment of Sergio Valdovinos Ramirez, a Manhattan Beach attorney who misappropriated nearly $117,000 from his clients and used some of that money to feed his gambling habit.

MB WEEKLY – COMMENTARY:

Over the last several weeks, I have been writing about the excessive compensation costs in the City of Manhattan Beach. It is apparent that the city needs a thorough operational review to address the number of employees and the salary ranges of current and future job holders. The retirement of Bruce Moe presented the unique opportunity to look outside the city to find a new City Manager with strong operational experience. Instead, just 10 days before the election of 3 council member positions, the current council decided it best to hire an internal candidate with no operational experience (18 years of planning experience) and who has been an employee for the last 4 years. Not only is this unfair to Ms. Mirzakhanian, who will now have to work with council members who may not have bought in with her in the role, but it is also unfair to the current council candidates who will now have to work with this Ms. Mirzakhanian when they thought they would have some input into the next Manager. This amplifies that the current council does not think anything is wrong with the current situation and is doubling down on it with this hire. Shame on all of them!

Q: HOW DID YOU END UP IN MANHATTAN BEACH?
A: I came to Manhattan Beach to fill an assistant position at a hair salon. This was at the start of my hair career and it was my introduction to Manhattan Beach.

Q: WHAT WAS YOUR PATH TO BECOMING A HAIRSTYLIST?
A: When I was young I struggled with substance abuse, I decided I wanted to change my life and went to treatment in San Pedro. It just so happened that they needed barbers there. So what started as a hobby turned into a passion. I got my life back, my family back, and I found what I wanted to do for my career.

Q: WHAT’S THE MOST CHALLENGING ASPECT OF YOUR JOB POST-COVID?
A: Getting started was the hardest part. There were so many extra precautions we had to take both in cosmetology school and in the salon. Masks, social distancing, people coming less often, and threats of having to close to name a few.

Q: WHERE WERE YOU BORN?
A: In Santa Barbara, CA.

Q: DO YOU PREFER TO CUT MEN’S OR WOMEN’S HAIR?
A: I currently am enjoying cutting women’s hair more. My roots are in men’s hairstyling so it comes easy now. Women’s hair presents more of a challenge and I like a challenge.

Q: WHAT’S YOUR FAVORITE MOVIE OF ALL TIME?
A: I don’t have a singular favorite but there are three I can always rewatch. No Country for Old Men, the Shining, and Inglorious Bastards.

Manhattan Beach Will Destroy Lot 3 For New Downtown Parking:

Demolition was underway on parking Lot 3, which was shut down due to Safety concerns, and may take more than a month to complete by American Wrecking Inc. “City Council has authorized the demolition of Parking Lot 3, and demolition activities have begun,” the City posted on social media. “Temporary fencing has been installed to close part of 12th Street, north of Lot 3, between Morningside Drive and the western end of the structure.” The City Council authorized the creation of 90 new public parking spaces within downtown, and “directed staff to reinstall the two-hour parking signs (permit exempt) in the Hill Section neighborhood. … both Downtown Resident Permit holders and Lot M permit holders are exempt from the two-hour limit. The signs have been reinstalled in the Downtown Resident Permit Parking Area, and the additional exemptions for Lot M Permit holders will be effective soon,” according to the City. “If you currently hold a Downtown Resident Permit, you must display it again to park beyond the posted two-hour limit.” The Manhattan Beach Farmers Market (@mbfarmersmarket) is temporarily relocating to the Civic Center Upper Parking Lot & Plaza at 320 15th St. Tuesdays from 11 a.m. to 3 p.m.

MB WEEKLY HAS REPORTED SEVERAL TIMES RECENTLY THAT THE CITY OF MANHATTAN BEACH PAYS HIGH SALARIES TO ITS STAFF, INCLUDING NINE (9) PEOPLE MAKING OVER $400,000 A YEAR, MORE THAN THE GOVERNOR OF THE STATE OF CALIFORNIA. RESPONSE FROM THE COMMUNITY:

** With the highest number of full time employees in our City’s history, making the highest salaries in our City’s history, we now have the highest pension debt in our City’s history. Yes, our pension debt exceeds $80 Million with an annual debt payment of $5.5 million for the next 20 years or so. To make matters worse, the City also has an additional $28 Million in unfunded pension liability. We have incredible directors, administrators, chiefs, captains, lieutenants, supervisors, and engineers. We want to retain our great city employees and continue to recruit top talent, but we need to justify and rethink above-market compensation. It starts with reviewing overtime and addressing inefficiencies. The conversation around fiscal responsibility extends beyond compensation. We need to address third party services, feasibility studies, pension liabilities and more. Delaying infrastructure projects become more costly to manage. ** This latest “slicing and dicing” of the top 10 positions is interesting. While my management and finance experience is mainly related to the local aerospace industry, there are some parallels. If Manhattan Beach is paying $300K to $700K more than the other compared cities, we are paying $30K to $70K per position than the different cities. That is a big chunk of change. The big question is, why do we need TWO highly paid H.R. persons? There seems to be an easy $240K/year savings alone. I don’t know the duties of the City Clerk, but we are paying almost six times what El Segundo pays. Maybe our city management should spend a little time talking with El Segundo to see how they have managed to do that job so cheaply! As an aerospace manager, I typically put in about 10 hours a week of unpaid overtime for most of my career, and many other managers did about the same. Asking local government officials to stop spending is akin to asking an alcoholic to stop drinking. It’s a deep-seated problem driven by an addiction to frivolous projects, wasteful initiatives, and bloated bureaucracies. Rather than tightening their belts, they prefer the easier route – taxing hardworking citizens already struggling with inflation and rising living costs. There’s no magic to reducing government spending; it takes discipline, accountability, and the will to make tough decisions. What if, instead of increasing taxes, local governments prioritized essential services, cut redundant programs, and efficiently used taxpayer dollars? The result would be a leaner, more effective government that serves the people rather than drains them dry. Manhattan Beach Appoints Talyn Mirzakhanian As New City Manager:

Talyn Mirzakhanian, who has been serving as Acting City Manager since the retirement of former City Manager Bruce Moe in August, will be named City Manager. “Talyn’s commitment to our city, work ethic, responsiveness, and collaboration has demonstrated that she is the ideal choice for City Manager,” said Mayor Amy Howorth. “It will be an honor to accept this role and to continue serving the residents of Manhattan Beach,” said Mirzakhanian. “I look forward to working collaboratively with the City Council, the staff, and our community to enhance the quality of life for all residents and to ensure that we effectively tackle any future challenges. Together, we can achieve great things and make Manhattan Beach an even better place to live, work, and visit.” Mirzakhanian holds a bachelor’s degree from the University of California, Los Angeles, and a Master of Planning from the University of Southern California, according to the City.

It was up high on a slope, so someone had to work. I’m disgusted by this behavior. It was in broad daylight in the afternoon and was just a sign of support with a candidate’s name in it. Nothing offensive or distasteful. To say I’m disappointed in the people doing this would be putting it mildly.

I was surprised to read Mark Burton’s column last week where he said it was not surprising that I, Russ Lesser, was supporting Joe Franklin because he also is a Republican. Suppose he tries to bring partisan politics into this year’s city council election. That is pretty disgusting, as many of us from both parties have worked hard for years (mostly successfully) to keep national and state partisan politics out of our local non-partisan elections. Through the years, I try to support the candidates who I think will do the best job for the residents regardless of party affiliation. I am endorsing Joe Franklin, not because he is a Republican, but because he has done a great job and deserves to be re-elected. Obviously, other people agree with this as he is endorsed by all his current colleagues (except Steve Napolitano, who is running for judge and cannot endorse anyone … Vote for Steve also), twelve former mayors, including Mark Burton (this is confusing based on his letter) and hundreds of community members. VOTE FOR JOE!

Notable Events:
** At 3 a.m. on October 18, a resident’s home security system captured a suspect riding a blue beach cruiser in front of their home many times. Police say the man entered the garage and rode away on the resident’s electric bike on video footage. Police located the abandoned blue beach cruiser near 31st Street garbage cans.

** A homeowner detected burglary indicators on October 19–20. His front door was closed but unlocked when he arrived home. According to police, two bicycles were stolen via the open rear door.

** A homeowner in the 1800 block of Oak Avenue received a home security alert on October 20 of two unknown persons riding bikes by her home many times. Police claimed the suspects rode their bikes out of view, and one reappeared on foot a few minutes later on the film. The individual opens the garage and leaves with a mountain bike.

** Commercial burglaries occurred in the 500 block of Sepulveda Boulevard on October 23. The victim returned to his workplace to find a forced entry at the front door. Police stated the office and filing cabinets were ransacked. Investigations continue.

We’re writing to respectfully correct facts in Sharon Arias’s 10/17/24 commentary regarding Measure RLS. First, taxes won’t increase yearly if Measure RLS passes. Bonds have a fixed yearly cost so when the assessed value of our homes rises the assessment rate decreases to ensure the fixed cost (and no more) is collected. Second, school building bonds that will be issued if Measure RLS passes do expire. When the bonds mature, generally 25 years after they are issued, the underlying taxes expire. Finally, there was a comment that Measure MB did not pass. Here is an explanation of the three days, 12.5 hour work week. Many law enforcement agencies, including ours, adopted an alternative work schedule to enhance the city of Manhattan Beach’s efficiency and support our officers. For example, our patrol officers typically work three days, 12.5-hour shifts weekly, and one additional 10-hour shift every 28 days. This schedule allows us to maintain effective patrol coverage with fewer officers while ensuring our team can achieve a better work-life balance. These alternative schedules help us meet the community’s needs and make it easier for officers to spend more quality time with their families and focus on their well-being. They still total 160 hours in four weeks, equivalent to the traditional 40-hour workweek.

Pink Gavel, Big Job – Howorth Takes Helm In Manhattan Beach:

Calling a recess during the City Council regular meeting on October 15, incoming Mayor Amy Howorth banged her pink gavel. At the Tuesday night meeting, Howorth wore pink, her signature color, while other members of the council wore pink boutonnieres in her honor. This is Howorth’s third stint as Manhattan Beach mayor. “I truly appreciate the vote of confidence from my colleagues … you know, somebody says it’s a thankless job and I’ve never felt that way.”

As the current Treasurer for the Republican Central Committee for the 66th District, it is not surprising that Russ Lesser is supporting a fellow Republican. Yes, Joe Franklin cares about the residents of our community. Joe shows up! Joe is everywhere, every time! I can’t think of a former Councilmember who did so as much as Joe. However, I hope to see more leadership from Joe in listening to our residents and fighting for what they want. Here are some of Joe’s actions on Council during his first term that should be of concern: Joe voted to support a 2nd L.A. County Library in Polliwog Park; Joe voted to support moving forward with exploring a regional Aquatics Center in Polliwog Park, and, most troubling, Joe voted in favor of the City issuing $91 Million in pension obligation bonds resulting in our per capita debt rising from $500 to almost $3,000 and, disturbing, resulting in our City having to pay $5.5 [million] in debt service for 22 years. Also, we have the highest number of full-time employees in our City’s history, making the highest salaries in our City’s history. Hopefully, in his second term, Joe Franklin will demonstrate leadership skills and make the tough choices regarding staffing and wages.

In 2019-2020, the City faced an Unfunded Accrued Liability (UAL) of about $89 million, mainly due to obligations for current, separated, and retired employees. This liability occurs when CalPERS does not achieve its annual return target of 6.8%. Concerned about the escalating UAL, which was expected to increase payments by up to $1.0 million annually under a non-fixed payment schedule from CalPERS, City Finance Staff working through the City Manager and City Council in 2020 to explore ways to manage rising pension payments through Pension Obligation Bonds (POBs). The City Finance Staff worked with its Municipal Advisors to develop a strategy to reaffirm its AAA rating from S&P in 2021. This effort led to the issuance of approximately $89 million in POBs, secured at a low interest rate of 2.72%, with fixed annual debt payments of $5.5 million. By issuing POBs, the City was able to move away from a ramped-up payment schedule, shorten its amortization period, resulting in projected taxpayer savings of about $39 million. Without the action of issuing POBs in 2020, payments to CalPERS would have reached over $9.0 million annually by 2028, rather than the current fixed $5.5 million, and UAL payments would have continued to escalate in the following years. To further proactively address future UAL, the City implemented a Pension Policy that allocates 60% of the annual savings from the $39 million toward future UAL and 40% toward capital improvements for City infrastructure. Since the bonds were issued in 2021, the City has accrued additional UAL due to CalPERS not meeting the 6.8% investment return target. This is why the City established a Pension Policy to allocate 60% of the annual savings from the POBs to future UAL. The City provided about nine opportunities over a year period for the public to learn and provide public comment about POBs through public meetings, along with a dedicated webpage on the City’s website for comprehensive information.

Mr. Franklin provided the same old arguments of other politicians. Surely he can’t be suggesting that Manhattan Beach, Redondo Beach, El Segundo and Torrance don’t all have the same hiring issues. Why are our average salaries per employee 10-17% higher than theirs? Hiring the best takes more than money, it takes a good work culture, good work processes, work flows, technology, innovation and management. Money and more people is not always the answer. I am for more police presence and local fire, partly to get the overtime reduced. It is not safe for people in these public safety jobs to be working such long hours. I hope the council picks a new city manager with a track record of a good culture, efficiency, and innovation.

The entire City of Manhattan Beach owes significant gratitude to Paul Wafer (photo above) for his extraordinary work exposing the obscene salary levels awarded to city employees. Wafer has shed light on a deeply concerning issue previously hidden from public view through his tenacious efforts. His findings raise serious questions about the city’s financial priorities and accountability to its taxpayers. Now that the city has been caught red-handed, it will be fascinating to see how they respond. Will they implement meaningful reforms or attempt to sweep the issue under the rug? Thanks to Wafer, the community is now watching closely. P.S. All of the candidates for City Council have been embarrassingly silent!

Notable Events:
** On 10/11/24 at approximately 3:00 p.m., an officer was conducting a proactive foot patrol on the Manhattan Village property when they were told by a citizen of a theft that just occurred from the Van’s store and the witness pointed towards the suspect walking away with a stolen skateboard. The officer attempted to detain the suspect to further investigate the theft and the suspect fled from the officer and arriving officers. Officers were able to detain the suspect and recover the stolen skateboard.

** On 10/11/24 at approximately 8:45 p.m., a residential burglary occurred in the 1600 block of 21st Street. The suspect(s) removed a screen from an upstairs window, entered through a possibly unlocked window, and stole miscellaneous jewelry and handbags.

** On 10/14/24 at approximately 2:57 p.m., officers were dispatched to a vehicle burglary in the 800 block of Manhattan Beach Boulevard. Officers arrived on scene and through their investigation, they determined a theft from a vehicle and an assault with a deadly weapon occurred. As the suspect vehicle was fleeing from the scene one of the suspects used one of the passenger doors to hit a person trying to intervene in the suspects getting away. The suspect vehicle fled east on Manhattan Beach Boulevard from John Street.

** On 10/15/24 at approximately 9:35 p.m., officers responded to a residence in the 1100 block of Magnolia Avenue after the homeowners arrived home and found the rear slider door was shattered. Officers arrived and determined that a residential burglary had occurred and found that the upstairs master bedroom had been ransacked. The loss included cash, jewelry, and purses.
