The concept of budget (and headcount) accountability is excellent. However, the last thing we need is a new position of COO. The city budget is ultimately the responsibility of only our city council. If you are unhappy with councilmembers who propose or support additional staff positions, throw them out when they run for re-election. We have thrown out spendthrifts before in recent years. We have a City Manager who reports directly to the city council. It is the City Manager’s responsibility to keep all department heads accountable, both as to budget and job performance. In other words, the systems are in place. They just need to be used effectively.

Manhattan Beach Unearths Y2K-Era Time Capsule Full Of Local Treasures:

Manhattan Beach residents took a nostalgic trip to the year 2000 this past Saturday as Leadership Manhattan Beach’s Class of 2000 unveiled a time capsule buried 25 years ago. The long-hidden capsule, buried beneath the “Wave of the Future” sculpture on Veterans Parkway, was revealed during a special event at the Joslyn Center. It was the culminating project of the class’s nine-month leadership program that educates future civic leaders through immersive learning experiences. Dozens gathered to examine relics from the turn of the millennium — from a Mira Costa girls volleyball team championship memento to now-defunct restaurant menus, police and fire department gear, and a classic Hometown Fair T-shirt.

Manhattan Beach has a bloated and overpaid staff. That much has been factually established by Paul Wafer along with an overhang of unfunded pension liabilities. The pension liability will have severe consequences in the future (when present council members are no longer in office). The present consequences are a reduction in quality of life in the city, e.g., crowded pothole roads. I don’t think hiring yet another employee (COO) will improve things. The Council just needs to become fiscally responsible and stop spending as if they don’t care since it’s other people’s money. They’re giving inebriated mariners a bad name.

Manhattan Beach Reshuffles Top Leadership Roles

A quiet yet significant leadership transition is underway in Manhattan Beach City Hall. City Manager Talyn Mirzakhanian announced the appointment of three key department heads last week, signaling a fresh chapter for the city. Chief Jesse Alexander, former fire chief of Yuba City, will assume command of the Manhattan Beach Fire Department starting July 7. “His strong administrative capabilities, collaborative approach and proven leadership make him the right choice to continue our fire department’s exemplary service.” Longtime finance insider Libby Bretthauer has been named Finance Director after more than a decade of rising through the ranks. She has served as acting finance director since March. Ted Semaan, who recently retired after a decade as Redondo Beach’s Public Works Director, will step in as interim director following the retirement of Erick Lee. With three major roles newly filled, Mirzakhanian’s vision for city government is coming into sharper focus – and picking up momentum.

So, you’re a contended Democrat. Your dad voted democrat and his dad and so on. Have you looked at your party lately? You think greenie AOC and her “the planet will end in 12 years” mantra is the face of your party. Think again. Enter Muslim Zohran Mamdani from the Bronx. This 33-year-old NY assemblyman and avowed socialist beat out former Gov. Andrew Cuomo in the recent NYC primary! So, what does he have in store for “The City”? He will be the first Muslim mayor of NYC. He pledges to set up rent- and tax-free grocery stores and drive private grocery chains out of business. He will increase “hate prevention programs” by 800%. All fares in city buses will be eliminated. Oh yeah, free childcare for young kids. And finally, a $30 minimum wage. Get ready for job losses. Every idea flies in the face of freedom, prudent financial stewardship and economic liberty, our capitalist system. It’s only worked for nearly 250 years. So, dear South Bay resident, can we all start voting for proven values in California rather than our family’s favorite political party???

This area seems very insulated from price drops and the South Bay Beach Cities market is strong. The inventory is lower but the special properties (regardless of price) are selling quickly with multiple offers and prices being pushed. I have been selling property since 1981 and I have been through four cycles with bad markets and depreciated values. The market is slow, but it is still strong. I expect it will recover and prices will continue to go Up, Up, Up.

Omar Navarro Pleads Guilty To Wire Fraud:

Omar Navarro, the perennial Republican challenger to Rep. Maxine Waters, has pleaded guilty to one count of wire fraud in a plea deal. Despite raising over $1 million across four failed congressional bids, Navarro conspired with his mother and a friend to siphon off campaign funds for personal use. Originally indicted on 43 counts in 2023, Navarro struck a deal, and is set for sentencing on October 20. As part of his plea, the 36-year-old may be barred from holding public office, ending a political career that never quite began.

Majority of Reader Question Value of Four-Year College Degree for Well-Paying Jobs

In an extraordinary new MB Weekly Reader Poll, only one in four readers believe that obtaining a four-year college degree is extremely important for securing a well-paying job in today’s economy. Approximately 35% of respondents consider a college degree somewhat substantial, while 40% deem it unnecessary or critical. This growing skepticism is further underscored by nearly half (49%) of those surveyed, who say a four-year degree is less crucial today for a lucrative career than two decades ago. Conversely, 32% believe a degree is more critical now, and 17% feel its importance remains unchanged. Financial considerations also weigh heavily on the minds of many readers. Only 22% of respondents believe that the cost of a four-year degree is worth it, even if it requires taking out loans. A more significant segment, 47%, thinks the price is justified only if it can be managed without incurring debt. Meanwhile, 29% assert that the expense is not worth it. This reader poll highlights a growing sentiment that the traditional path to career success may no longer hinge on a four-year college degree.

While it’s true April sales in SoCal were below the 21‑year average, that doesn’t spell disaster – it simply means fewer transactions, not collapsing prices or demand. In our Beach Cities, price trends remain solid:

  • Hermosa Beach saw median home values around $2.8 M in May – up nearly 24% year-over-year – and homes are going pending after ~23 days, not stalling on market.
  • In Redondo Beach, April closed 68 homes at an average of ~$1.92 M, with most selling close to full price in ~31 days.
  • Manhattan Beach remains strong – $1.33 B in closed sales over last 12 months (May ’24–Apr ’25), ranking third highest ever.

What I’m seeing: well-priced, well-prepped homes – especially in prime locations – still draw multiple offers. Some older homes priced near new‑construction comps may linger, but that’s about realistic pricing, not market decline. Ultimately, buying or selling should hinge on your situation – not the headlines.

Q: WELCOME TO MANHATTAN BEACH. WHAT CAN YOU TELL OUR LARGE READERSHIP ABOUT BREAD HEAD?
A: We are incredibly excited to be joining the Manhattan Beach community. I used to live in Manhattan Beach before work took me up to Santa Monica about 15 years ago, and I have wanted to open a Bread Here sandwich shop here since we launched the company in 2022. Two of my co-founders (Alex Williams and Jordan Snyder) are very talented chefs, earning a Michelin star at their prior fine dining restaurant before turning their attention to Bread Head. They take a huge amount of pride in the ingredients that we source and how everything comes together into what we believe are the best sandwiches around. Our vision all along has been to be the neighborhood sandwich shop that people (and in particular families) come to for the food and the experience. We’ve crafted our sandwiches to be the best versions of timeless classics that we are all familiar with, perfect for a weekday lunch or a picnic at the beach. Our goal is to be a staple of the Manhattan Beach community, and we hope to be here for a long, long time.

Q: WHAT IS THE MOST CHALLENGING ASPECT OF RUNNING YOUR BUSINESS POST-COVID?
A: Building and training an amazing staff is always the hardest part of running our business. We make pretty much everything from scratch onsite, so we need skilled bakers who are willing to work very early mornings, experienced cooks that can turn out high quality sandwiches very quickly, and personable, detail-oriented customer facing staff who can make Bread Head a great experience for everyone. When we open on a Saturday morning, we have 16+ employees ready to go.

Q: WHERE WERE YOU BORN?
A: I was born in Wethersfield, CT. I grew up less than a mile from one of my co-founders Michael Pasternak. We went to nursery school through high school together, and we have remained close friends. Our parents still live in the same houses today and often see each other out for daily walks.

I don’t live in Manhattan Beach, but I wholeheartedly agree with Paul Wafer’s opinion that your city should appoint a COO to hold everyone employed by the city accountable for their department budgets. Suppose Paul is accurate in his position that the city is being put in a position that causes unfunded retirement debt because of the bloated number of employees with salaries draining the city’s general fund. In that case, you are replicating the irresponsible behavior of the state and federal government at the expense of service to your residents, who deserve an updated infrastructure and safety, vs. lots of bureaucrats who are not needed.

As the former General Counsel to LAPD and the Airport Police, I have seen hundreds of highly organized demonstrations, some organic and some peaceful. This demonstration was highly organized to disrupt services at the federal immigration buildings in downtown LA. Initially, the LAPD was overwhelmed, and the deployment of the National Guard to protect the federal immigration buildings and federal employees was timely and appropriate. Mayor “Too Late” Bass should have initiated a curfew earlier. Of all the Mayors in LA History, she is the “weakest” with no governing experience. It shows again and again. I hope Caruso runs for Mayor in 2026. Caruso would make a profound, positive difference to the residents of LA.

The Manhattan Beach Police Department has reported a surge in unlocked vehicle thefts. Thieves are targeting cars overnight, explicitly looking for garage door openers. Once obtained, they use the openers to access garages, steal property, and sometimes enter the primary residence. Authorities urge residents to lock their vehicles, remove valuables, and avoid leaving garage door openers inside. This simple step can significantly reduce the theft risk and protect homes from intruders. Police continue to monitor the situation and advise residents to remain vigilant.

Los Angeles isn’t “under control”; it’s teetering on a carnival tilt-a-whirl of denial. Inside City Hall, politicians recite mantras about “largely peaceful demonstrations.” At the same time, outside, improvised nail bombs rip through a federal detention center, and a feral crowd in Vermont swallows a two-person ICE pickup. A commander whispers the obvious – without Guard rifles and Marine logistics, the thin blue line would have dissolved like sugar in hot coffee – but he’s muzzled by departmental PR. That gag order is an absolute outrage. Leaders pretend order reigns because acknowledging chaos would indict their laxity and the fashionable fantasy that hashtags can replace policing. Meanwhile the city counts smashed windows, scorched cruisers, and bruised officers like confetti after a riotous parade. So tell me, Governor Newsom: what’s the acceptable quota of arson and assault? How many detonated M-80s signal “success”? If this is control, spare us your chaos – and civic shame, too.

Speaking on Politico’s The Conversation podcast with Dasha Burns, Grenell said, “I want to see if Kamala runs. If Kamala runs, I think there’s a whole bunch of Republicans who are going to have to take a look at it, not just me,” Grenell said in the interview. “If she runs, it is going to make me have to take a look at it. Right now, I’m not running for governor.” Grenell’s comments preview a fiery partisan clash on California’s horizon.

Q: HOW DID YOU COME TO BEGIN THE MANHATTAN BEACH ANIMAL HOSPITAL?
A: I was looking for a job as a staff veterinarian back in 1992, one that would offer me a chance to eventually own a part of the business. MBAH had just been started a few months before, and had already lost their staff veterinarian, so I applied for and ended up getting the position. A little more than a year later, I was able to negotiate the purchase of the hospital, and thus started that portion of my veterinary career as practitioner/owner.

Q: WHAT’S THE MOST CHALLENGING ASPECT OF RUNNING THE ANIMAL HOSPITAL POST-COVID?
A: Managing our personnel. Frankly, that seems to always be the case for my profession, but COVID did change some of the dynamics of veterinary hospitals, and put different pressures on the staff. Helping the staff cope and change with new demands accelerated issues that would have normally developed over a much greater time frame.

Rather than my usual presentation of data about the Manhattan Beach city budget. In this post I want to give you my general observations regarding the meetings I attended in person or reviewed online. Since I was out of town during the final 2 meetings, I was unable to comment in real time. The budget meeting on May 13th included a presentation by each department head of their department budgets, followed by questions from the council members. I found it interesting that there was not a single question by any of the council members on whether there were any opportunities to reduce costs or personnel. The focus of the council seemed to be whether there were opportunities to increase revenue, i.e., taxes or fees. The presenters were proud of the fact that no new employees were going to be added to the budget this year, even though 40 full-time positions have been added over the last 3 fiscal years! No one blinked at the expense for overtime! Unfunded pension liability has jumped to $36 million on top of the $93 million covered under the pension obligation bond. No one seemed bothered by those numbers, nor mentioned that maybe by reducing the number of personnel that number could be reduced. There was a lot of discussion about all the capital needs within the city, especially our aging infrastructure. Capital projects are funded by grants and from the General Fund. There was no discussion about reducing the number of employees to divert more funds for capital projects from the General Fund. Finally, there was what I would call a “Who’s on first” discussion about what the salary would be for a Deputy City Manager verses the current Assistant to the City Manager role or the proposed Assistant City Manager. The council voted to approve the Deputy City Manager role at an additional expense of $100,000.00. In my opinion, what the city needs is a COO type person to hold all departments accountable to meeting their budget and find opportunities for cost reductions. I will save my comments on the approved salary increases for another post.

Drive by shooting in the sand section of Manhattan Beach. Yes, you heard correctly. And in true MB style, it was done in a Porsche Taycan – the only thing that would be funnier is if it occurred in a golf cart! Facts: On Saturday, June 14th, at 5:43 am, a black Porsche Taycan starts casing my street. The car goes back and forth down the street at 5:46 am, 5:47 am, 5:51 am, and 5:52 am and opens fire with a BB pistol at 6:01 am. The targets of the shots were my bedroom windows! The video below depicts the gun firing. Zoom in, and you will see the gun going off from the driver’s side window. MBPD has all the footage. The investigation is ongoing. Have a tip?
