FEET ON THE GROUND:
DOES MANHATTAN BEACH NEED A DEPUTY POLICE CHIEF – OR MORE OFFICERS ON THE STREET?
By Tim Hageman (Retired Manhattan Beach Police Captain, 33-Year Law Enforcement Veteran, And Manhattan Beach Resident)
The Manhattan Beach Police Chief is expected to ask the City to create a new executive position: Deputy Chief. Before moving forward, it is reasonable for City leaders and the community to consider whether this proposal addresses the department’s most pressing needs and reflects the priorities residents and business owners have repeatedly expressed. The Manhattan Beach Police Department is authorized 72 sworn officers and about 43 to 45 professional staff members. Its current command structure already includes a Chief of Police, two Captains, five Lieutenants, and eleven Sergeants. At the same time, residents and business owners have repeatedly asked for greater police visibility, particularly in the downtown area. They are asking for more officers in the field and increased presence in the areas where people live, work, and visit. This has been a consistent and understandable request from the community. In 2023, the City approved an increase in sworn staffing from 65 to 72 officers. The accompanying staff report (23-0089) cited operational enhancements, including a year-round, full-time four-officer bicycle patrol and the creation of a Crime Impact Group. Before adding another executive position, it would be appropriate for the City and the public to have clear, current information on how these resources are currently being deployed: how many officers are presently hired and whether the bicycle patrol is operating as described, and the current status of the Crime Impact Group. It is now anticipated that some of the previously approved sworn positions may be reallocated to help accommodate the proposed Deputy Chief position. Those positions were approved to strengthen operational capacity and field presence, not to support an additional layer of executive management. This highlights a broader issue. The department does not appear to lack senior leadership positions, but the community continues to ask for more visible policing. Creating a new executive role does not, by itself, place more officers in neighborhoods or downtown. If anything, redirecting sworn resources away from field operations risks moving the department further from the community’s stated priorities. Succession planning and leadership development are important, but they are typically addressed through mentoring and training within the existing structure. Given the department’s size and the community’s priorities, the more immediate need is ensuring that existing and newly authorized resources are fully deployed to improve visibility and service. The City should prioritize residents’ calls for more police officers rather than creating a Deputy Chief position that is unnecessary.
[P.S. Former MB Mayor Mark Burton’s claim that the MB police chief opposes foot-beat officers because “walking hurts their legs” is serious and deserves clarification. If this was heard directly, passed along by someone else, or read elsewhere, that origin should be identified. Without knowing where this information came from, the statement risks misrepresenting the chief’s position.]
MB WEEKLY – EXCLUSIVE INTERVIEW:
Former Mayor Suzanne Hadley
Experienced A Home Invasion
MANHATTAN BEACH HOMEOWNER AND FORMER MAYOR SUZANNE HADLEY EXPERIENCED A BREAK-IN AT HER HOUSE ON FRIDAY NIGHT – AND IS SHARING LESSONS LEARNED FROM THE INCIDENT.
Q: TRAGICALLY, YOUR HOUSE WAS RECENTLY BROKEN INTO. WHAT HAPPENED?
A: I was home alone Friday afternoon. At about 6:10 I heard some suspicious noises on our patio facing Sand Dune Park. Shortly after that my driveway Ring camera chimed. I saw 3 masked men walking behind our home to the other side (opposite the patio). A second Ring camera picked them up on that side. I watched as one of the men reached up to disconnect that camera. I called 911 b/c I knew they were going to try to get inside. Fortunately 911 picked up immediately. As I was on the phone with the operator I heard breaking glass upstairs. I told the operator what was happening. She urged me to hide in a closet as we don’t have a room that locks downstairs near me. I hid in the closet with the 911 operator speaking to me until MBPD and Hawthorne PD arrived at our home to let me out. The police surrounded our home. After I was safely sprung from the closet, PD entered with a police dog to see if anyone was hidden inside. They didn’t find anyone. It appears the perps were not able to get inside. The working theory is that PD lights and sirens scared the bad guys away before they could enter through the hole. Having the Ring camera, and seeing the burglars in real time, allowed me to call 911 before I heard the glass breaking. That helped bring PD so quickly that the perps heard the sirens and never got in.
Q: WHAT HAS THE HORRIBLE EXPERIENCE TAUGHT YOU AND OTHER RESIDENTS OF MANHATTAN BEACH NEED TO KNOW?
A: I’ve been a Neighborhood Watch block captain for almost 20 years. Tips I’ve learned from Neighborhood Watch – and completion of the Community Police Academy – helped us keep our house more secure than many. We have motion-sensing lights outside our home, we installed several Ring cameras including a Ring doorbell, and we keep windows and patio doors upstairs locked. However, we’ve had workers repairing our home’s exterior for a month or so. Scaffolding is up all around the outside. Lastly, the painters had left plastic over our windows last Friday for the weekend. The scaffolding was climbed by the perps to get up to our second floor. The plastic over the windows might have kept them from seeing me at home; they may have targeted us thinking the home was empty. Lastly, during the painting and renovation our patio motion sensor lights were not working. Those lights too might have scared away potential burglars since they prefer to work in the dark. Lessons learned are to keep exterior lights and cameras working even through home repairs. It might be worth hiring a nighttime security guard while scaffolding is in use.
Q: WERE YOU PLEASED WITH THE POLICE RESPONSE?
A: Yes! MBPD responded very quickly which was a huge relief. The officers were professional, kind, and informative. One officer remained with me while I waited outside for PD to clear our home with the police dog. I also am grateful for how quickly the 911 operator picked up. The operator kept me focused and helped me feel less afraid. She kept repeating, “Police are on the way with lights and sirens. LMK when you hear the sirens. They’re on the way, they’re coming to help you.” It sounds small now, but the operator’s calm constant voice reassured me during the event.
Q: IN YOUR OPINION, DO PEOPLE IN MANHATTAN BEACH BELIEVE THAT CRIME DOESN’T HAPPEN HERE?
A: If residents read the weekly crime reports sent out by MBPD and Neighborhood Watch, they should know that crime happens here. I’ve learned through those reports there are ways to help ourselves be safer: by knowing our neighbors, trimming bushes, removing outdoor ladders, putting up cameras, and installing motion sensor lights. We can never be completely secure of course. But having a local police department only minutes away is another source of comfort. Lastly, if we see something we should call 911. It’s better to be wrong than to call too late.
Q: WHAT ELSE DO YOU WANT YOUR NEIGHBORS TO KNOW?
A: We weren’t early in installing video cameras; but I’m so glad we did. The Ring cameras gave me a valuable head start in calling 911 before the perps attempted to break in. That gave me time to hide and avoid coming face to face with them which could lead to a more dangerous and scary situation. Calling 911 quickly allowed the PD to arrive in time to scare away the perps before they ransacked our home. I highly recommend installing cameras if you don’t already have them. Also, be sure to put away outdoor ladders and keep windows and doors locked. Ask your neighbors to put away their ladders too. Anything that slows down the perps – or sends them elsewhere – helps keep you safe. Sign up for Neighborhood Watch crime reports, know your neighbors, and always lock up your home, your bikes, and your cars, even if leaving for only a moment.

HAPPY VALENTINE’S DAY
MB WEEKLY – POWER COUPLE:
Russ and Charlotte Lesser
Q: WHO’S IN CHARGE OF THE CALENDAR?
RUSS: We try now to sit down with each of our calendars and go over them together so we don’t double book events. I am better now than in the past.
CHARLOTTE: More recently we do the above. But for years Russ has filled our calendar and sometimes I am the last to know.
Q: IF YOU SWITCH ROLES…?
RUSS: If I had to switch roles with Charlotte I don’t think I would be surprised about what she does, but would be amazed and overwhelmed by her organizational and motivational skills and would doubt that I could do as well.
CHARLOTTE: I would find Russ’ world filled with business planning and the ability to make decisions immediately with outcomes that make appreciative longtime friendships and successes.
Q: WHO’S MORE LIKELY TO TURN A CASUAL IDEA INTO…?
RUSS: I think we both do this.
CHARLOTTE: I think we both do. However I am now enjoying my “retirement” from volunteering, so Russ is the impulsive planner.
Q: WHAT’S ONE HABIT YOUR PARTNER HAS THAT SECRETLY…?
RUSS: Everything Charlotte does makes my life better and easier. She is clearly the best thing that ever happened to me in my life.
CHARLOTTE: Russ fills my day with laughter. He surprises me with cards or flowers and tells me he loves me every day. (I feel loved)
Q: WHEN YOU’RE BOTH EXHAUSTED, WHO SUGGESTS POWERING THROUGH…?
RUSS: At our ages of 85 and 82 we are usually both ready to “Call it a night” early in the evening. Very few if any midnight parties.
CHARLOTTE: Russ is a quick decision maker so his “powering through” takes little time. In our 80’s I love and need my sleep.

If you live in a bubble too long, you just might lose perspective … Recently, I flew to St. Augustine, Florida for the funeral of my favorite cousin. Having been raised in the Northeast, I haven’t been East of San Diego for some 30 years. The expressways in the free state of Florida make ours pale in comparison. They’re flawless, four lanes with a speed limit of 70 MPH. After landing in Orlando at commuter time, I literally had maybe 10 minutes of backup driving 3 hours to St Augustine. Filling up my rental was a culture shock … $2.83. per gallon at Circle K. I cruised down to my local Circle K yesterday in El Segundo … gas was selling at $4.77 a gallon. Florida is 40.6% cheaper. What about sales tax??? Retail tax is 6.5% in the ‘Sunshine State’ while we’re sitting at 10.5% here in the Southbay. Again a cool 38% cheaper. Oh, and for you Starbucks junkies, the tall house blend is $2.25 … ours is just $3.55. Again, 36% cheaper in FL. Why? I worked with a famous southern California newsman for years whose favorite phrase was “The fish stinks from the head.” Could it be Newsom’s leftist policies are making things so unaffordable here? At the end of the day, we pay a severe ‘weather’ tax just to live here, don’t we!

No Smoke, No Spillover – Study Finds Landmark Tobacco Bans Worked Exactly As Promised:
In January 2021, Manhattan Beach (and Beverly Hills) became the first city in the United States to ban the retail sale of tobacco products, marking a bold escalation in local tobacco-control policy aimed at reducing smoking and its health harms. A new study finds that the unprecedented move delivered swift, measurable results. Within three months of implementation, tobacco sales had completely ceased in observed Beverly Hills stores. In Manhattan Beach, tobacco sales declined steadily and had nearly vanished by December 2021. Equally notable, the study found no evidence of economic fallout for retailers. Sales of non-tobacco products at convenience, grocery, and drug stores remained stable, and tobacco purchases did not increase in neighboring cities – undermining a central argument raised by opponents of such bans. Published in the journal Tobacco Control, the findings suggest that retail tobacco bans can reduce access to harmful products without triggering the feared economic or regional spillover effects.

Michael and Andrea Zislis
Q: WHO’S IN CHARGE OF THE CALENDAR – AND WHO ALWAYS CLAIMS THEY “NEVER SAW THE INVITE”?
MICHAEL: Andrea handles the social calendar and school events. I do the business and charity calendar. We are both guilty of missing a few things here and there.
ANDREA: Mike definitely claims he never sees things and is pretty much clueless to what he puts on the calendar, but we are both guilty of being overwhelmed with our calendars!
Q: IF YOU HAD TO SWITCH ROLES FOR A WEEK, WHAT WOULD SURPRISE YOU MOST ABOUT YOUR PARTNER’S WORLD?
MICHAEL: How much reality TV [Andrea] watches while I am away! I’m kidding. It takes a lot of time and energy to manage a house with four kids and a never ending amount of pop in guests!
ANDREA: Don’t say that – even though it is probably true, but I do like to watch it in the background while I am doing things! For me it is the sheer amount of meetings he sits in! Plus the amount of calls he gets in a day! It truly blows my mind.
Q: WHO’S MORE LIKELY TO TURN A CASUAL IDEA INTO A FULL-BLOWN PLAN WITHIN 24 HOURS?
Andrea: Mike 1000% and he’s got it all planned out with every detail. I go dragging my heels most of the time 😉
Q: WHAT’S ONE HABIT YOUR PARTNER HAS THAT SECRETLY MAKES YOUR LIFE EASIER (EVEN IF YOU WON’T ADMIT IT OFTEN)?
MICHAEL: She helps me a lot with technology issues.
ANDREA: Yeah Mike claims he’s clueless, but I think he just wants my help. For me, Mike offers to pick up the kids from school and drive them to activities – that is a huge help!
Q: WHEN YOU’RE BOTH EXHAUSTED, WHO SUGGESTS POWERING THROUGH – AND WHO SAYS, “LET’S CALL IT A NIGHT”?
MICHAEL: Andrea wants to power through and set new records!
ANDREA: Haha, that is not true! Well, kind of … we are both super social, but I guess I never want the party to end and Mike is happy to go home. But on a normal day, I like to eat dinner early and be in bed by 9:30 pm.
